Olhão supports citizens in accessing the 1st Right Program

The program is aimed at people who live in undignified housing conditions and who do not have the financial capacity to support the cost of adequate housing.

The Câmara de Olhão is providing support to citizens in accessing the Programa 1.º Direito program, approved by the government at the beginning of the year to support affordable housing through the Recovery and Resilience Plan (PRR).

The measure increased the number of potential beneficiaries, as eligible families are now able to hold assets of up to 28.825,80 euros.

For the councilwoman with responsibility for Urban Planning, Catarina Poço, «this is an advantageous opportunity for the most needy residents to be able to rehabilitate their homes, taking advantage of the community funds that are available».

The program is aimed at people who live in undignified housing conditions and who do not have the financial capacity to support the cost of adequate housing.

Housing solutions eligible for financing include, among other examples, rehabilitation, construction, acquisition and rental of properties.

Although municipalities are the main recipients of funds, families can apply directly to the program, through a request for support to the Municipality. It is also up to the municipalities to make a diagnosis of the housing shortages in the respective territory.

The support is aimed at families living in undignified conditions, among others, "for reasons of insolvency of some element of the household or of the owner of the property where the household resides, domestic violence, non-renewal of the lease contract, overcrowding, insecurity , or insularity», explains the municipality of Portimão.

On the other hand, it also covers families that are unable to bear the costs of housing adequate to their needs, as they are in a situation of financial need.

The program provides for various housing solutions: rehabilitation of fractions or buildings, construction of buildings, acquisition of fractions or buildings for housing and acquisition of land for the construction of buildings or housing developments.

People covered by the program can benefit from financing for the purchase of land and the carrying out of works in single-family housing buildings for their own and permanent housing.

They may also have access to financing for rehabilitation works in fractions or single-family houses that they own. In this case, the financing also includes the works necessary to deal with a situation of incapacity of one of the members of the household.
