«A lot of progress has already been made» in the review of the Loulé PDM, which will have measures to support housing

The review of the Municipal Master Plan (PDM) of Loulé is “at a very intense stage” and will include measures to combat desertification in the interior of the municipality and to support housing, the municipality announced this Tuesday, October 25, at a conference of press. 

The theme of the PDM was one of the highlights of this meeting between the municipal executive and the media, since, by December of next year, the document has to be revised.

According to Vítor Aleixo, mayor of Loulé, the work is at a «very intense stage in which much progress has already been made». For now, it is already possible to move forward with some “innovative” measures that the municipality says it is preparing.

Councilman David Pimentel guaranteed that, in the review of the PDM, the Loulé Chamber will be «profoundly innovative». This is due to the fact that three measures are being prepared within the framework of the Local Housing Strategy.

Namely: «increase in the building index for housing at controlled costs», the creation of specific zoning for housing at controlled costs and the possibility of, in the areas for equipment (school, sports, etc.) allocating a percentage for housing construction at controlled costs.

«Controlled-cost housing is all that is intended to be a permanent home, has to remain in the owner's possession for 20 years as a minimum term and is sold below market benchmarks by about 30%, being built with rates of 6% and not 23%", explained the councilor.

Vítor Aleixo believes that these three approaches that could become part of the PDM could constitute, in the future, as a «defense of a real estate market that is global, that inflates prices every day and that leaves out many young people in beginning of life, many families who do not have the income to take out a bank loan for a house».

The other structural measure foreseen in the new PDM has to do with the flexibility that will exist for the interior of the municipality of Loulé, «in the name of territorial cohesion, the fight against desertification, depopulation and the aging of the population that lives here and the combating economic decline”.

So far, the executive has received contributions from both municipal deputies, presidents of parish councils and the councilors themselves, who are being referred to a final version of the document.

However, before the presentation to the Committee for Coordination and Regional Development of the Algarve, the municipality also wants to hear from civil society, namely «clubs and sports associations, IPSS, school authorities and business associations».

The mayor also spoke of a recent legislative change that allowed the submission of the proposal to CCDR Algarve to take place until 31 October and, as it is a process that is intended to be "very participatory", the mayor Vítor Aleixo said that 'another month or two to stimulate participation'.

Due to legal imperatives, during this period, the Municipality of Loulé will be temporarily prevented from accessing new community and national funds, except in the areas of health, education, housing and social support.
