Workshop Association presents World Atlas of Participatory Budgets

The presentation of results will take place online

The World Atlas of Participatory Budgets, work led by the Oficina Association, will be presented on December 10, from 14:00. 

"After the success of the first edition, presented in 2019, the time has finally come to make known the most current data on Participatory Budgets (PB) in the world", says the Workshop, which is based at CRIA - Entrepreneurship and Transfer of Technology at the University of Algarve.

«Idealed in a pre-pandemic context, the second Atlas had to be re-evaluated in terms of content and the elaboration calendar. The coordination team and the network of more than 100 authors from 65 countries have worked over the past two years on a publication that aims to make a difference, produce new knowledge and challenge the international community to think about these themes again”, he adds.

The coordination team added that this Atlas addresses two continuity themes and three entirely new ones.

Therefore, from the previous edition, a study of national legislation on PB is carried over, with updated information and the first proposal for the typification of these regulatory instruments, as well as the reading of widely recognized international indices, in order to understand the characteristics of the territories where they are developed. Participatory Budgets.

The following barometers were used for this work: Democracy Index, Corruption Perception Index; Human Development Index, Happiness Index, Peace Index and Terrorism Index.

The novelties in this Atlas include an analysis of the impacts of the pandemic, with very comprehensive statistical data and a qualitative study on the trends and models adopted by the POs throughout the current health crisis, as well as the clarification of some challenges that will be faced by these initiatives in the coming years.

According to the authors, the covid-19 pandemic also made clear the existence of a reduced reading of the scope of action of Participatory Budgets, which is why it was decided to advance in this book with a proposal to reconceptualize these processes, which challenges the international community and entities. promoters to review the decision and implementation cycles of projects.

«This Atlas also presents unprecedented work on the so-called “dissemination flows”, which allowed us to identify the main poles of influence in the dissemination of PBs in the world over the last three decades. The conclusions of this study allow us to understand, in a very visual way, the countless cooperation relations established between countries, as well as to identify different “waves of propagation” of Participatory Budgets, that is to say of different models of participation», says the Associação Oficina.

Additionally, this publication has a statistical update on Participatory Budgets around the world, with detailed fact sheets for 65 countries, of which 12 correspond to territories not represented in the first edition.
