The Chamber of Castro Marim included 41 employees of Novbaesuris – Municipal Company of Urban Management and Rehabilitation in the municipal staff, following the extinction of this company, a controversial process that started just over a year ago.
The end of this entire process was “celebrated yesterday, with the signing of 20 more contracts for the municipality's new employees, following the company's internalization”.
The decision to close NovBaesuris was taken in December 2018 by the PSD executive led by Francisco Amaral, at the time a minority - mid-term elections held in June gave it a majority in the Chamber - following a report by the Court of Auditors (TC), which detected "procedural and administrative irregularities" in this municipal company in Castro Marim.
At the time, Francisco Amaral assured the Sul Informação that the closing of Novbaesuris was imposed by the TC, something that PS denied. Since 2017, the company was presided over by the socialist Célia Brito, councilor in the Chamber, by decision of the three members of the opposition executive – two from the PS, one from the Castro Marim Primeira movement, the former president of the Chamber, José Estevens, who clashed with Francisco Amaral.
The closure of this company even caused a war between the executive and the opposition, which led to the temporary closure of some services, such as Casa do Sal, Revelim de Santo António, Castelo and Casa de Odeleite.
Shortly thereafter, Francisco Amaral, who only had the support of his vice-president Filomena Sintra, resigned as president and forced new elections, which came to win with a majority.
Francisco Amaral and Filomena Sintra, responsible for taking the decision to close the municipal company, now assured that this «was the most responsible and sensible solution». On the other hand, they claim that their decision was confirmed by a new TC report, dated November 2019.
The signing of the contracts that took place yesterday at the Hall of the City Hall was signaled by the executive «also as a form of thanks and recognition to all employees who ensured the success of the internalization», despite the difficult political situation in the municipality due to the elections interim.
«NovBaesuris was created in 2009 to be responsible for the area of urban rehabilitation, but has meanwhile been in charge of the promotion and management of collective facilities and the provision of services in the areas of education, social action, culture, health and sport, and it is now required , therefore, an internal reorganization of the autarchy's services so that the levels of efficiency and provision of public service of the structures that were assigned to the municipal company, such as Casa do Sal, Castelo de Castro Marim, the Local Market, among others, are maintained. », framed the Chamber of Castro Marim.
