Joaquim Castelão Rodrigues, until now vice-president of the Portimão City Council, will assume, next Wednesday, the position of member of the Board of Directors of the Institute for the Conservation of Nature and Forests (INCF), inherently as regional director Nature Conservation and Forests of the Algarve. This is a new position, created by the recent ICNF organic law, published in late March.
Contacted by Sul Informação, Castelão Rodrigues did not want to comment on his new post in the public administration, having sent any of his statements to after taking office at ICNF.
For her part, Isilda Gomes, mayor of Portimão, confirmed the departure of her so far vice-president, saying that she was "happy" that he had decided to accept the invitation for a position "in his area of training", "in which feels very good». "We only have to support when people have projects in the areas they most identify with," he added. "I'm happy that a longtime friend is in a project that fully realizes it", reinforced the mayor.
But Isilda Gomes gave yet another explanation for her happiness with the departure of Castelão Rodrigues: «it's good to have a former mayor who knows the problems of local authorities» at the head of an organization that, like the ICNF, deals so closely with the counties.
The vice-president position will now be assumed by Filipe Vital, who was number three in the municipal executive. João Vasco Gamboa enters the vacant position, who joined, as an independent, the PS list, although he was originally a PSD militant. These changes in the municipal executive of Portimão will be resolved this Wednesday, at a Chamber meeting, when the new councilor will take office.
An engineer by profession, João Gamboa was also vice-president of Portimonense. In 2018, he ran for president of the club, against its top manager, businessman Fernando Rocha. But this one ended up winning again, defeating Gamboa.
For now, to what Isilda Gomes told the Sul Informação, the new vice president Filipe Vital will assume the responsibilities that belonged to the previous one, namely Territory Planning, Urban Management, Urban Regeneration and Rehabilitation, Mobility Planning and Management, Management of Shared Programs, among others. A more complete reorganization of the portfolios will be made "later on", added the mayor.
The new position of regional director of ICNF results from the new organic law of this institute, established by Decree-Law No. 43/2019, of 29 March. According to the new organic, five regional directorates are created, in the North, Center, Lisbon and Vale do Tejo, Alentejo and Algarve.
Joaquim Castelão Rodrigues is not a newcomer to this type of high office in public administration, as he was the Algarve's regional director of Agriculture and Fisheries, until 2012.
In the structure of ICNF's new regional directorate in the Algarve, Valentina Calixto remains as director of the Nature Conservation Department, at least for the time being.
