Government transfers all schools and heritage conservation to the Chambers

Government announced today which competences it will decentralize in the areas of education and culture

The Chambers will become responsible for "investment, equipment and maintenance of school buildings, extended to all primary and secondary education" and for providing meals in teaching establishments from 1st to 12th grade, but also for the management, enhancement and conservation of part of the cultural heritage existing in its municipalities.

The Government decided today, in the Council of Ministers, the competences in the area of ​​Education and Culture, which it will transfer to the municipalities as of next year. Initially, assuming new responsibilities is optional, but only until the autumn of 2021, when the next Municipal Elections will take place and after which it will be mandatory for municipalities to accept the new competences.

In the area of ​​education, in addition to schools and school meals, the Councils will be responsible for the «recruitment, selection and management of non-teaching staff, transferring the Ministry of Education's link to the municipalities». foreseen “the reinforcement of the competences of the Municipal Council of Education”.

In a statement from the Council of Ministers, the Government says that «the new framework of competences embodies a model of administration and management of the education system that respects the integrity of the public education service, territorial equity and inter-municipal and inter-regional solidarity in planning educational and training offers and the allocation of public resources within the framework of correcting local and regional inequalities and asymmetries, as well as decision-making in a logic of proximity».

"In the field of culture, management, valorization and conservation competences are transferred to part of the cultural heritage that, being classified, is considered to be of local scope and of museums that are not classified as national museums, as well as the competence of managing human resources affections to that cultural heritage and to museums», announced, equally, the Government.

The same law provides for “the transfer of competences relating to the prior control and inspection of shows of an artistic nature”.

The two diplomas relating to the transfer of competences from the Central State to the municipalities approved this Thursday join those that had already been approved in four previous Councils of Ministers.

These refer to the most diverse areas, from the justice and proximity policing à animal health and food safetypassing through roads and public real estate assets and, more recently, by competences in terms of parking and fines for minor infractions.

And if, until today, the measures that the Government announced it would decentralize were in relatively peaceful areas, the diploma on the decentralization of competences in the area of ​​education promises to give something to talk about, since in this case, similarly, for example, to the sector health, not all municipalities welcome taking on more burdens.

Now, we will have to wait to see which municipalities in the Algarve accept, from now on, more responsibilities in the area of ​​education and culture, given that, at least the Chamber of Silves, has already made it known that he does not intend to take on any new competences., at least as long as you don't have to.
