The Municipality of Silves is officially against the proposal to transfer new powers from the central state to the autarchies. After the permanent executive of the CDU decided, still in August, not to accept the model of decentralization of competences proposed by the Government, the Municipal Assembly approved a motion in the same direction, making Silves the first Municipality in the Algarve to tap your foot to the Government's intention.

For the municipality of Silvense, the financial means that will be made available «are far from covering the costs of the transferred competences, representing, under the terms proposed by the Government, a mere and clear transfer of burdens and discontents from the Central Government to the Local Government».

"In a first approach, it will be said that the idea of ​​transferring new competences to local authorities, in an excessively centralized country, which represents a strong obstacle and undeniable constraint to social and territorial cohesion and economic development, seems positive and consonant. with the purposes of the Constitution of the Republic. However, it is fundamental and decisive that there is a correspondence between the transferred competences and the means to be transferred, so that these allow the municipalities to carry out their new tasks efficiently, effectively and with quality, not defrauding the expectations of citizens and local communities », considered the Chamber of Silves.

The issue of funds associated with the transfer of competences is a central point in this process, in the view of most mayors, even those who see the current decentralization process with good eyes.

The local authority even considers that the hypothetical approval of this proposal “would represent a terrible service provided to the population of the municipality of Silves, which would result in the transfer of a “blank check” to the Government”.
