Victor Guerreiro will have received the guarantee of the Secretary of State for Local Administration, shortly after being elected, that compensation would be equated to the compliant municipalities, with regard to personnel expenses.

But, given the current proposal for the 2015 State Budget, «it is with great concern that Vítor Guerreiro is informed of the government's intention to limit the expenditure of municipalities on personnel expenses and the acquisition of services to only 35% of the average revenue. net collected in the last three years'.

"This measure represents, for the São Brasense municipality, laying off around 50 employees, calling into question the guarantee of services made available to citizens," warned the City Council of São Brás de Alportel, in a press release.

«Given the imposition of these limitations, I propose to the Secretary of State for Local Administration that the proportionality of the volume of expenses with personnel and acquisition of services be resized in an amount not exceeding 45 percent and to the President of the Board of Directors of the National Association of Portuguese Municipalities which demonstrates the urgency of changing these measures with the government, in recognition of the effort and good practices of management and financial administration of some municipalities, as is the case of São Brás de Alportel», proposed Vítor Guerreiro.

São Brás de Alportel is one of the municipalities in the country that does not have long-term debt and has always managed to balance the accounts, at the end of the year, despite the crisis.

«Over the last twenty years, the São Brasense municipality has developed a rigorous and balanced management, based on the strategy of efficient use of existing community resources in the municipality, in order to ensure more quality and diversity in the services provided to the population, as well as more quality of life», illustrates the Chamber.

Even so, the autarchy “faces serious constraints in an attempt to ensure the various services provided to the population, resulting from the lack of human resources to guarantee them”.

"This situation has been addressed with the signing of Employment-Insertion Contracts, in collaboration with the Employment and Vocational Training Institute, a temporary and precarious solution," added the City of São Brás.

«With a healthy financial situation and ability to hire more employees to meet the real needs of the council, Vítor Guerreiro demonstrates a deep dissatisfaction with the non-compliance with the assumption, by the Secretary of State for Local Administration, not to make the hiring of personnel in the municipalities, as long as this did not imply an increase in personnel expenses for municipalities with a balanced financial situation», he concludes.
