New houses at controlled costs give «hope» to more than 100 Farenses

João S. could not contain his emotion when he saw that his number had been drawn this Wednesday, June 28th, at the award ceremony of the 90 new properties for sale at controlled costs in the Lejana de Baixo area, in Faro.

He wasn't at Teatro das Figuras, where the draw took place, for him, but for his father, 60 years old, with a disability, who was one of those drawn in typology T1.

“I am very happy and grateful. This is a hope for my father and I hope that, as has been said, more initiatives like this are carried out in the municipality, because it is necessary», he told the Sul Informação after having already seen your number come out of the tombola.

It was not yet 15 pm when the first people began to occupy the seats in the audience at the Teatro das Figuras to watch the draw for the 00 dwellings, 90 of which will be ready to live in by December and the remaining 46 in the first quarter of next year.

Like João S., many were there for their relatives or friends who had applied, others were waiting anxiously for their own number to be one of the draws and there were even those who watched the ceremony live from home or work .

This is the case of Carolina M., 33 years old, who competed and saw her number come off the raffle in the type T2 draw, in the youth category.

Despite having a stable job and having wanted to buy a house for a long time with her husband, she is only now able to see that desire as something attainable.

«It is very difficult to buy a house here in Faro these days, because there are few houses: those that exist often need major works, and those that are new have prices that it is impossible for one person, or even a couple, as is our case, to buy. This option was the only one we saw to buy a house with good conditions and at a price possible for us and that's why we decided to apply», he admits to Sul Informação, adding that "more initiatives like this are needed".

The great demand is reflected, moreover, in the number of candidacies received by the Chamber of Faro between November 2, 2022 and January 4 of this year: 780 in total.

To be eligible, it was necessary to meet certain prerequisites: how to be a resident in Faro for at least two years or have lived in this municipality five years out of the last ten, have no debts to the State, meet a maximum per capita income limit, among others.

After analyzing all the applications, the Chamber of Faro he then proceeded to schedule the draw for the 28th of June «the fairest way of allocating houses».

Ao Sul Informação, Rogério Bacalhau, mayor from Faro, stresses that «there was great concern with the transparency of the process» and the final balance is «very positive».

Despite admitting that these 90 dwellings are not enough to solve the housing problem in the municipality, the mayor reinforces that more houses are being prepared.

«There is an urban development in Estoi with 275 apartments at controlled costs, which is in the design phase. We have another urban development where 70 more homes are planned at controlled costs and, apart from that, without being our initiative, there are urbanizations here that were approved with the prerogative of having 10% of the construction at controlled costs. Therefore, in the coming years, there will be more projects like this and there will be more solutions for the people of Faro», continues Rogério Bacalhau.

Regarding this process, the president explains that "it is finished" on the part of the Chamber.

«The land was ours, it was sold to the promoter and the financial and construction operation is theirs. We now communicate to the promoter who the selected people were and they must go to the existing store next to the block and arrange the financing to make the purchase and sale promise contract», explains the mayor.

The attribution of these 90 dwellings is the result of the Local Housing Strategy that Faro defined in 2018.

«Our housing strategy was perhaps one of the first to be approved in the country. We immediately started to develop a set of projects and I am not aware that there is any so advanced at controlled costs in Portugal. Here, the interest is to make these instruments available to the population, which are not many compared to demand, but which help and, therefore, we are satisfied with the operation», refers the mayor.

In all, 780 people applied for these housing units, having been admitted, in accordance with the requirements, a total of 734 candidates, grouped by various categories and allocated to housing units according to the defined percentages – people with disabilities (20%), young people under the age of 36 (60%) and general contingent (20%).

Of these, a total of 393 candidates were admitted to T1 (including 6 with disabilities, 120 from the general contingent and 267 young people), 247 to T2 (13 with disabilities, 107 from the general contingent and 127 young people) and 94 to T3 ( 4 people with disabilities, 30 for the general contingent and 60 young people).

Under these conditions, a total of 18 dwellings of type T1 were randomly selected (3 allocated to people with disabilities, 3 allocated to the general contingent and 12 to young people). In the T2 typology, 38 apartments were drawn (7 allocated to people with disabilities, 7 to the general contingent and 24 to young people).

As for typology T3, a total of 34 dwellings were drawn: 6 for people with disabilities, 6 for the general contingent and 22 for young people.

According to their preferential condition, people with disabilities who were not drawn in their category, were integrated into their category again, being allocated to the general contingent or young people, according to their age, on the date of application.

After the drawing of the fireworks in the competition, a drawing was also carried out to constitute a hierarchical list of 90 alternates, organized exclusively by typology.

Five days after the date of the drawing, they will be posted, through the public notice and on the website of the Municipality of Faro, the list of positions assigned to permanent candidates and the hierarchical list of substitute candidates.

Those contemplated in the draw now have a maximum period of 90 days to sign the promissory contract for the purchase and sale of the property, which may be extended for another 30 days in duly justified cases.

The houses cost between 104.750 and 216.250 euros.
