The Municipality of Portimão reached an agreement with the company Empark and will manage, through the municipal company EMARP, the 400 charged surface parking spaces, located in the central area of the city and in Largo do Dique.
This situation comes as a result of the rescue of the concession of these same spaces, celebrated recently between the Municipality and that concessionary company, which, since the year 2000, has been operating the respective surface parking meters.
This transfer of the concessionaire's contractual positions will revert in favor of the municipal company EMARP and, according to the municipality, “will allow the return to public management of a sensitive area in the city center and the riverside area of Portimão”.
In a press release, the Chamber stresses that "EMARP has powers to manage municipal vehicle parking spaces, including those necessary for the management, operation and maintenance of public parking spaces, having staff with technical skills and equipment suitable for the purpose ». It is this municipal company that already manages the paid parking in Praia da Rocha.
The municipality defined that the management of this activity by EMARP for this area of the city should enshrine, within the scope of the revision of the parking regulation, "a tariff reduction, as well as a reduction in the total hours charged and charged places".
In addition, “the rotation of charged parking should be promoted at times of the year and in areas where it is verified that the parking supply is not sufficient in view of the observed demand”.
The proposal for remuneration and intervention for the riverside area and center of Portimão, to be presented by EMARP to the Portimão City Council in the short term, should also allow for recovery of redemption charges in a period of less than ten years and include the periods and timetables, tariff and economic and financial model, taking into account the definition of two annual periods – from October to May (low season) and from June to September (high season).
With the rescue of concession parking spaces one of the main flags of the candidacy of Mayor Isilda Gomes, in the last municipal elections, the Municipality is «currently in talks to rescue the concession for the operation of surface parking meters under the responsibility of SABA, the another concessionary entity operating in the city».
