Loulé City Council budget reaches almost 250 million euros in 2024

The Loulé City Council's 2024 Budget will have an initial value of 188,2 million euros, but its final value will rise to 248,2 million, after the «integration of other revenues resulting mainly from the management balance», he announced This is the municipality more rich of the Algarve.

The Chamber approved, by majority, at its Meeting on November 27th, the 2024 Budget proposal and Major Plan Options (GOP). This budget proposal will go on for deliberation at the Municipal Assembly on December 15th.

According to the Municipality of Loulé, the Budget and GOP for next year have as «priorities education, health, social intervention, housing and strengthening the water and sanitation network in the municipality».

The Loulé Chamber further explains that «the Budget and GOP strategy continues to be aligned with the resolution “Transforming our World – the 2030 Agenda for Sustainable Development”, with the SDGs having been identified in all the main investments and activities to be developed by the Municipality in the 2024-2028 horizon”.

Mayor Vítor Aleixo highlights that this budget focuses “on the greater attractiveness of the municipality and the quality of life of the people who live and work here, as well as on a climate and social justice strategy, so that we can guarantee that everyone has the ability to have a dignified life”.

The mayor also highlights that «investments in equipment and infrastructure are high, at a value that will amount to 107,4 million euros, boosting medium and long-term structuring investments that will be reflected across all current and future generations. future”.

The executive's options highlight the People and Families strategic axis, with more than 126 million euros of projects and actions planned.

Highlights here include the ongoing contract for the construction of 64 housing units in the Clona Subdivision, in Loulé, in a total investment of more than 11 million euros, and the construction of ACES Central, USF Lauroé, UCC Gentes de Loulé and of the University Health Center, also already underway, and with a final total investment of more than 5 million euros.

With regard to Mobility and Quality of Life, the highlight is the ongoing investment of more than 5 million euros in the Circular Norte de Loulé and the more than 3,7 million euros in the water and sewage network of Vale Telheiro.

The largest public project in the Municipality is already in the public tender phase, budgeted at a total of more than 26 million euros, for the requalification of the coastal area of ​​Quarteira and Vilamoura, with a new multipurpose building that will house the future Municipal Market of Quarteira , equipped with 230 new underground parking spaces and a further 137 in its surroundings, 10 restaurant spaces, six stores, eight kiosks and two offices/coworking spaces.

 

 

In the Culture axis, the investment in the Cultural Quarter in the center of Loulé stands out, budgeted at 15,5 million euros.

In the Climate Action axis, the focus is on the planned investment of 3,5 million euros in the municipal strategy for forests and biodiversity over the next five years.

The Municipal Council of Loulé also presents again, for 2024, «a fiscal package with municipal taxes at the minimum legally permitted, with the reduction of IMI by 30% in its interior parishes (Alte, Ameixial, Benafim, Querença, Salir and in Tôr), as well as, with the application of family IMI (reductions of 30, 70 or 140 euros) as a way of enhancing social and territorial cohesion».

In addition, the Municipality once again waives the entire Personal Income Tax (IRS), not taxing the 5% (maximum value) of the participation of citizens with tax domicile in this territory, relating to income for the year 2023.

Finally, in a measure that is presented as “aimed at supporting entrepreneurs and the local economy”, the surcharge on taxable income that is not exempt from IRC will not be applied for the year 2023.

«This fiscal policy aims to support people, families and companies, keeping in their budgets more than 21,4 million euros of uncollected municipal tax revenue», adds the Loulé Chamber.

The municipality adds that «it currently presents balanced municipal finances, allowing strong public investment and fiscal competitiveness as fundamental to alleviate, stabilize and boost the economy of people, their families and companies in the municipality».

The president of the City Council Vítor Aleixo considers that the municipal strategy's main aim is to “always be with the people, working daily with a permanent dedication to the public cause and with a deep feeling of gratitude for the trust placed”.
