Portimão supports five entities to reinforce response in the area of ​​civil protection

Protocols were signed on Friday

Five institutions from different areas, from firefighters to forestry producers, including scouts, signed cooperation protocols with the Portimão City Council on Friday, the 27th, and will receive support to help make the protection response “even more effective” civilian in this county.

The Humanitarian Association of Volunteer Firefighters of Portimão, Portuguese Red Cross – Delegation of Portimão, Association of Forestry Producers of the Western Algarve, Santa Casa da Misericórdia of Portimão and Corpo Nacional de Escutas – Grouping 159 are the signatories of the agreements.

The protocol with the Portimão Humanitarian Association of Volunteer Firefighters aims at «the formation of intervention teams in the fight against rural fires» and has a value of 192.502 euros, «covering the critical periods from 1st January to 31st May and 1st October to December 31 of this year», according to the Portimão City Council.

The municipality also signed an operating expenses protocol with the same entity, in the annual amount of 600 thousand euros, which includes «planning, awareness, public information, emergency management and operational response and logistical support within the scope of competences of the level with regard to civil protection and relief, namely through the provision of a Minimum Operational Intervention Force, in a prevention and permanent alert regime in the barracks, adequate to the history of occurrences and probability associated with the risks identified in the Municipal Emergency Protection Plan Civil".

«In addition to these aspects, this last protocol also includes the maintenance of the operationalization of a logistical support and assistance device within the scope of the Integrated Protection and Rescue Operations System (SIOPS)», adds the Chamber.

A protocol is already in force for the funding of three Permanent Intervention Teams «to the value of 32.000 euros each, totaling 96.000 euros per year, that is, half of the total amount needed, with the remaining 50 being financed by the National Emergency Authority and Civil Protection”.

With regard to the agreement with the Portuguese Red Cross – Portimão Delegation, it has the value of 40 thousand euros per year, and refers to «the logistical support to be provided to victims and relief forces in an emergency situation, as well as the organization prevention devices and assistance to the population at the pre-hospital emergency level».

Regarding the protocol with Aspaflobal – Associação de Produtores Florestais do Barlavento Algarvio, in the amount of 14.760 euros per year, it is part of the Municipal Plan for the Defense of the Forest Against Fires and cooperation regarding forest planning and management, as well as fire prevention rural areas and in the interaction between municipal services, populations and forestry producers and their associations.

The agreement signed with the Santa Casa da Misericórdia de Portimão, worth 10 thousand euros a year, «is part of the operational, logistical and financial cooperation for the execution of a sustained program, through the provision of its facilities for the installation of a Area of ​​Concentration and Support for the Population for people with reduced mobility, as well as the use of special transport vehicles for this type of user».

The protocol signed between the municipality and the Corpo Nacional de Escutas – Grouping 159, worth 7 thousand euros, «has to do with operational, logistical and financial cooperation for the execution of a sustained program in the pursuit of civil protection activity in the municipality of Portimão, with the implementation of a logistical device to support operations within the scope of SIOPS, using the appropriate means for each situation», concluded the Portimão City Council.
