The office of the Minister of Planning and Infrastructure explains the resignation of David Santos because "the necessary conditions for observing the guidelines issued from above" were not met.

According to online edition of Público, David Santos' successor will be Francisco Serra, current director of the Superior School of Management and Hospitality of the University of Algarve and former administrator of the Hospital de Faro.

The resignation of David Santos was already expected, due to his strong connection to the PSD, especially after having been elected, on January 30, President of the PSD/Algarve District Political Commission, a situation that led the leader of the Algarve PS to ask for his resignation from the CCDR. PS/Algarve considered that the election of David Santos as regional leader of the PSD was incompatible with the exemption that that position requires.

Previously, David Santos was already president of CCDRA, on a replacement basis, having been appointed in 2012.
