Signing of the Work ContractThe award contract for the Design and Construction of the new WWTP in Faro/Olhão was signed today, in Faro, between Águas do Algarve and the consortium that will carry out the work. The new infrastructure, which will cost around 13,9 million euros, will be located where the current WWTP is Faro Source.

The signing of the contract confirms the declarations of the Secretary of State for the Environment Carlos Martins to the Sul Informação, who ensured that the work would be awarded "in April".

In a note sent to the newsrooms, the Chamber of Faro welcomes the work, as «the WWTP of Faro Nascente was already obsolete and undersized compared to the population it serves (about 110 thousand inhabitants of the municipalities of Faro, Olhão and São Brás de Alportel)».

The new WWTP will treat the effluents produced in the three municipalities, «using the most modern techniques and in total respect for the environment», says the municipality, which considers the investment of «capital importance for our municipality».

The Chamber of Faro recalls, in the note, "the efforts made by its president, who had been taking office in October 2013, developing several contacts with the Central Administration, seeking to raise awareness of the urgent need to reformulate the current WWTP of Faro Nascente”, so that the municipality “can assume, more and more, as an exemplary council when it comes to the management of its waste and the quality of the effluents resulting from the process”.

The contract signing ceremony took place this morning, at the headquarters building of Águas do Algarve, with the presence of the Secretary of State for the Environment Carlos Martins, the chairman of the Board of Directors of AdA Joaquim Peres and the administrator Isabel Soares, and the Consortium Oliveiras SA/Acciona Agua SA (represented by engineers Carlos Simões and Emanuel Correia).

Also present were the presidents of the Municipal Chambers of Faro (Rogério Bacalhau), Olhão (António Pina) and S.Brás de Alportel (Vítor Guerreiro).

image2Currently, the vast majority of wastewater generated in the city of Faro are dealt with in the WWTP of Faro East, located about 2,5 kilometers east of this city and located on land located in this county. In turn, the current WWTP of Olhão Poente is located about one kilometer west of the city of Olhão, in this municipality.

The company Águas do Algarve admits that «the existing treatment infrastructures are undersized given the current conditions of inflow (qualitative and quantitative) and are based on lagoon systems, which are inadequate given the levels of quality now required for the treated effluent to be downloaded onto the receiving medium'.

In this context, «the Preliminary Study of the Intermunicipal System for the interception and treatment of wastewater from Faro and Olhão, having concluded that the most technically and economically advantageous solution corresponds to the construction of a single WWTP - future WWTP of Faro-Olhão - at the location of the current WWTP of Faro Source, with the consequent deactivation of the current WWTP of Faro Source and WWTP of Olhão Poente and connection of the sanitation subsystem of Olhão Poente to the new WWTP».

Thus, the future WWTP of Faro-Olhão will be located at the location of the current WWTP of Faro East, on a parcel in Sítio da Garganta, included in the lagoon area of ​​the Ria Formosa.

The new infrastructure will ensure the treatment of effluents produced in the municipality of Faro (Parishes Union of Parishes of Faro, União das Freguesias de Conceição and Estoi), municipality of São Brás de Alportel (parish of São Brás de Alportel) and Olhão (parishes of Olhão, Pechão and Quelfes).

This is a WWTP whose treatment process will have to be able to produce a high quality final effluent, in accordance with the parameters defined by the Discharge Regulation imposed by the Environmental Impact Statement (DIA).

The purpose of the Agreement is to prepare the WWTP Execution Project for Faro-Olhão, from the Environmental Compliance Report of the Execution Project (RECAPE), Health and Safety Plan, Technical Compilation, Environmental Management Plan in Construction and the execution of civil construction works (earthworks, reinforced concrete bodies, circuits hydraulic), supply and assembly of equipment (metalomechanical, electromechanical, electrical, automation, instrumentation and supervision) and treated effluent discharge outfall in the receiving environment, of the WWTP of Faro-Olhao.

It is also a contractual obligation for the contracting entity to comply with the measures contained in the Environmental Impact Statement (DIA), both during the Construction phase and during the "Start-up" period until the date of the "Provisional Receipt ”, namely those mentioned for the licensing or authorization of the project, as well as those presented in the RECAPE phase.

The contract also includes the practical development of the Health and Safety Plan for the execution phase of the work, pursuant to Decree-Law No. 273/2003 of 29 October, as well as the Prevention and Management Plan (PPG) for Construction Waste and Demolition (RCD), under the terms of Decree-Law No. 46/2008, of 12 March.

The value of the award is 13.900.000,00 euros, given the high degree of complexity of this work and the environmental requirements reflected in the DIA, and it will have the capacity to treat the effluent of 113.200 equivalent inhabitants.

The treatment line will consist of pre-treatment with removal of coarse, grating, sand and grease, homogenization and flow equalization, followed by intermediate elevation, biological treatment, filtration of part of the flow and disinfection.

The sludge line comprises sludge tank, gravity thickening, dewatering and storage of dewatered sludge in silos.

The stale air captured in the various process organs and buildings will be treated in a counter-current chemical washing deodorization system

Águas do Algarve also added that «this WWTP of Faro-Olhão, is a long-desired project" and "of high importance", both for the three municipalities involved (Olhão, Faro and S.Bras de Alportel) or for the environment.

Also included in this work is the Olhão Elevatory System project, whose accumulated value (WWTP + Elevator System) involves a total investment by Águas do Algarve of 22.597.500 euros.

The scale of this investment in the Algarve region guaranteed the support of POSEUR Community Funds, in the amount of 85% for the approved amount of 21.820.032 euros.
