abandoned vehicleThe proposal for the State Budget, which is under discussion in the specialty, provides (page 229, paragraph g)) that abandoned cars, namely on public roads, will no longer pay Single Circulation Tax (IUC). Therefore, Quercus considers that the OE «will reward those who leave their car».

The proposal for the State Budget for 2015 contains an amendment to the IUC Code which aims to exempt vehicles that are abandoned from paying this tax, which is, in the opinion of the environmental association, "a huge step backwards in the country's environmental policy".

Currently, the IUC is due until enrollment is cancelled, which should only happen in easily verifiable situations, such as when it is delivered to a licensed slaughterhouse.

"Thus, people know that if they leave their car, they will continue to pay the IUC, which is a very important deterrent, having allowed to drastically reduce this problem in the country."

Quercus emphasizes that "the measure now proposed is incomprehensible because it makes people not responsible for abandoning their cars, causing the costs that municipalities have to remove these vehicles from the public road to rise, reducing the number of parking spaces available in our cities and increase the sources of pollution and marginality”.

On the other hand, it will also "aggravate the illegal management of end-of-life vehicles (EVF) in non-licensed locations (aka scrap yards)", since "without IUC there is no longer any obstacle for these vehicles to be removed from the public road (as a VFV) by anyone interested and dismantled in illegal scrap metals, without respect for the environment, not paying taxes and not creating sustainable jobs».

Today there are already many vehicle abatement centers across the country, including 85 of the Valorcar Network, where any citizen can deliver their vehicle free of charge, with the guarantee that the entire administrative process for canceling the registration will be carried out and that the vehicle will be properly recycled.
