Victor WarriorThe mayor of São Brás de Alportel Vítor Guerreiro once again asked the Government to create an exceptional system for hiring personnel, which positively discriminates against compliant municipalities.

The mayor took advantage of the presence of the Secretary of State for Local Administration at a meeting, at AMAL headquarters, in Faro, to "reiterate the urgency of an old request that is still waiting for a response".

In response, the member of Government assured Vitor Guerreiro, and the other mayors present, “that the 2015 State Budget will take these concerns into account and will therefore include opening for the hiring of staff in municipalities that are not present. in a situation of indebtedness'.

São Brás is one of the municipalities in the country that has its accounts up to date, but is subject to the same restrictions as the others, namely in terms of the prohibition of hiring. hence, requesting the Government to adopt an exception regime for complying autarchies was one of Vítor Guerreiro's first priorities, after being elected, as the mayor revealed to our newspaper last May.

"Two weeks after being elected mayor, I had a meeting with the Secretary of State for Local Administration, where I explained this situation to him and asked for positive discrimination", said the São Brasense mayor at the time.

At this meeting, Vítor Guerreiro made known “the financial situation of the municipality, the needs we have and the needs of the population to get jobs. The secretary of State was very sensitized and was able to equate some pilot councils for this positive discrimination, for the 2015 State Budget», he said.

The departure of professionals due to retirement and the impossibility of replacing them "has created serious constraints on the operation of various services in the municipality of São Brás de Alportel, which are essential to ensure the population's quality of life, which is understood as a priority objective of the municipality" .

«In order to overcome such difficulties, the municipality of São Brasense has been resorting to Employment-Insertion Contracts, a temporary, precarious and ineffective solution, due to the investment made by the municipality in the integration and training of the new employee for a short period of service», revealed the City Council of São Brás de Alportel.

"It is essential to find a permanent and capable solution, in order to guarantee the operation of some essential services to ensure the quality of life and well-being of the São Brasense population, under penalty of the collapse of the identified services and consequent adverse impacts on the population and, above all, inexplicable in our view, given the financial capacity of this autarchy to increase personnel costs», says, now, Vítor Guerreiro.
