Loulé Municipal Assembly approves recommendation to renegotiate PAEL

A proposal for a recommendation to the City Council to promote the renegotiation of the PAEL – Support Program for the Local Economy was unanimously approved at the Loulé Municipal Assembly, which met last Friday, November 8, in what was the first session of this new mandate .

The proposal recommends that the Chamber promote the elaboration of an alternative adjustment program that supports a proposal to renegotiate the contract signed between the Autarchy and the Government, within the scope of adhesion to the PAEL.

This proposal, approved by the PS, PSD, CDU and Left Bloc benches, emerged within the scope of an initial document presented by the socialist deputies, which stresses the need for "deep reflection" on the conditions that were imposed on the municipality by proposal of the executive earlier, when joining the PAEL, namely in terms of the contractual payment period and the measures to increase revenue and reduce expenditure provided for in the adjustment program.

One of the points intended to be the target of this review concerns the condition that obliges the City Council to apply IMI rates of 0,8% and 0,4%, respectively, for non-assessed buildings and for assessed buildings.

“This situation is aggravated by the patrimonial evaluation carried out in the current year, which represents an enormous burden on the budget of Loulé's citizens”, stresses the City Council of Loulé.

In short, the proposal for a recommendation intends that the autarchy promote the «drafting of an alternative adjustment program that supports a proposal for the renegotiation of the contract signed between the Chamber and the Government».

The loan contracted by the Municipality in 2012 has an amount of 14,5 million euros and a repayment term of 5 years.

For the current municipal executive, at a difficult time for the country and for the Portuguese, the PAEL «constitutes a heavy burden for the residents of Loulé and, on the other hand, an additional effort for the City Council, which is conditioned to implement policies in the social area”.

During this session of the Municipal Assembly, the socialist caucus also presented a motion of "update and urgency" on the suspension of the Social Security treasury services in Quarteira and a motion of solidarity with workers, pensioners and the unemployed, by restitution of dignity, presented by the Left Block. Both motions were approved by a majority.

 

Election of representatives at AMAL, CPCJ and ANMP congress

 

During this session of the Municipal Assembly, the members who will integrate the Assembly of the Algarve Intermunicipal Community (AMAL) were elected.

Thus, the deputies of Adriano Pimpão, Helena Baptista, João Calçada Correia, Carlos Martins, Gilberto Sousa and Graciete Botelho de Freitas will be part of this body.

José Teiga, Maria Cristina Farrajota, Maria Isabel Encarnação and Maria de Lurdes Henriques were designated as representatives of the Assembly for the Children and Youth Protection Commission (CPCJ).

Finally, the Assembly elected Carlos Filipe, president of the Parish Council of S. Clemente, as a delegate to the XXI Congress of the National Association of Portuguese Municipalities. Telmo Pinto, president of the Quarteira Parish Council, was the elected alternate.
