Despite considering that the Impulso Jovem Program is, «in general, a positive initiative in the context of the current situation of social catastrophe», the Socialist Youth of the Algarve says it believes that such a measure «will only create temporary and more precarious employment».

JS Algarve also states that «it does not understand how one of the main measures of this programme, the Employment Passport, can leave out the Algarve «because it is not a convergence region, considering that «the Algarve should be classified as an Emergency Region due to the level of youth unemployment and precariousness that exists in the region, the most affected in the country by unemployment».

However, this morning Minister Miguel Relvas has already announced that, recognizing the «exceptional situation» of the Algarve, the Government has decided to extend the program to the Algarve region.

In a global perspective, JS Algarve considers that «the time of internships, 6 months (except for the Public Administration with a duration of 12 months) is manifestly insufficient for the insertion of a young person in the labor market and does not aim at creating permanent employment, but yes temporary, since after these 6 months the employer is under no obligation to employ the worker'.

Young socialists also consider that "the amount paid to trainees according to their level of education, which ranges from 419 euros for a young person without compulsory education, to 691 for a graduate, master or doctor", is "practically work for workers with high levels of education'.

With regard to encouraging the hiring of young people through the reduction of Social Security contributions by employers, the fact that “it has a maximum ceiling of 175 euros means that, for salaries starting at 700 euros, there is no benefit », stresses JS Algarve. For this reason, the socialists' Algarvian youth structure «considers the measure an incentive to lower the pay of young Portuguese graduates, which, due to the social fragility they face, forces them to accept work in more precarious conditions».

In short, JS Algarve considers Impulso Jovem to be “a low-paying program with public funds, a passport to precarious work that includes previously tried and failed measures in a context of strong economic recession, which may only result in a reorganization of community funds and greater job precariousness for Portuguese youth».
