Elections: Candidacies can be submitted until January 29th

Candidacies for the early legislative elections on March 10th can be submitted until January 29th, while coalitions between parties must be communicated up to one day before, according to the calendar released today by the CNE.

According to the calendar map published today on the National Elections Commission (CNE) website, voters in general who wish to vote in advance in mobility must express their intention between the 25th and 29th of February and will be able to exercise this right on the 3rd of March. , on the Sunday before the elections.

The updating of the voter registration has already been suspended, following the decree of the President of the Republic that dissolved the Assembly of the Republic, on Monday, and officially scheduled early legislative elections for March 10th.

After the presentation of candidacies for the legislative elections, the judge proceeds, the following day, to draw the lists to assign them an order on the ballot papers and verify, within two days, the authenticity of the documents and the eligibility of the candidates.

Until the last day of the deadline for submitting candidacies, parties and coalitions must present their respective campaign budget to the Political Accounts and Financing Entity, in accordance with the law on financing parties and electoral campaigns.

Regarding the media, the CNE states that the debates promoted during the electoral period "obey the principle of editorial freedom and programming autonomy", but "must take into account the political and social representation of the competing candidacies", which "is assessed taking into account taking into account the candidacy having obtained representation in the last elections, relating to the body for which he/she is running”.

From the 25th of February to the 10th of March, between the beginning of the campaign and the end of voting, “the media that include candidates in the electoral act as regular collaborators, in an opinion space, as commentators, analysts, columnists or through another equivalent form of collaboration, they must suspend this participation and collaboration", according to the legal regime for journalistic coverage during electoral periods.

From the end of the campaign, at 00:00 on 9 March, until the polls close across the country, at 20:00 (Lisbon time) on 10 March, “publication and dissemination as well as comment, analysis and and the projection of results of any opinion poll or survey, directly or indirectly related to electoral acts", in accordance with the legal regime for the publication or dissemination of opinion polls and surveys.

Public entities, following the publication of the decree that set the date for the elections, "may not intervene directly or indirectly in the electoral campaign nor carry out any acts that favor or harm one candidacy to the detriment or advantage of another or others" and "it is prohibited institutional advertising by State bodies and Public Administration of acts, programs, works or services, except in cases of serious and urgent public need».

Regarding the vote of emigrants, from January 30th, «the Ministry of Internal Administration will send the voting forms of citizens registered in the electoral rolls drawn up by census commissions abroad who choose to vote by post».

Under the terms of the electoral law, voters residing abroad can choose between voting in person or voting by post, "until the date of scheduling each election", and if they do not exercise their right to opt out, voting by mail prevails.

In-person voting at polling stations abroad begins one day earlier, taking place between the 9th and 10th of March.

The map with the distribution of the 230 deputies across the 22 electoral districts, based on the number of voters, was published on Tuesday and includes a change in relation to the previous legislative ones: the Setúbal circle will elect one more deputy and the Viana do Castle minus one.
