President promulgates vote on mobility and early voting in Europeans

The President of the Republic promulgated Parliament's decrees establishing exceptional regimes for exercising the right to vote on mobility and early voting in the European elections in June of next year.

The exceptional regime proposed by the Government that will allow mobile voting on the day of next year's European elections, without prior registration and the right to vote in advance were approved in the Assembly of the Republic, in a final global vote, on November 30th.

The final text, which required an absolute majority of deputies in office, was approved by all parliamentarians present (192) with the exception of the PCP, who voted against. The only PAN deputy, Inês Sousa Real, was not present.

The proposal establishes an exceptional mobility voting regime on the day of the European Parliament election in 2024, allowing voters to vote at “any polling station set up in the national territory or abroad”, without the need for prior registration.

This modality will be possible due to the use of digital electoral registers.

In addition to this type of voting, which can be exercised on June 9th, the possibility of early voting remains one week before the election through prior registration and early voting for hospitalized patients, prisoners and those displaced abroad.

According to the approved text, the voter identifies himself before the table, presenting his civil identification document and the table checks whether he has active electoral capacity and whether he has already exercised his right to vote, on the two computer equipment that will be made available in each assembly.

In the absence of a civil identification document, the right to vote can only be exercised “at the polling station where the voter is registered”.

If there is a “specific unavailability” of the system or difficulty in accessing polling stations, a plan is foreseen that ensures the continuity of voting, through “telephone access to an automatic answering system with the level of security and functionalities equivalent to dematerialized electoral rolls, which ensures the recording of the call and the identification of the panel member using the respective accreditation code».

Within three months after the European elections, the National Elections Commission (CNE) will have to prepare a report to present to the Assembly of the Republic on participation in mobility voting.

Following the CNE's opinion, the SGMAI «contracts an independent audit to be carried out by an entity unrelated to electoral procedures, which must specifically assess the robustness, security and reliability of the dematerialized electoral roll system».
