Faro approves regulation for economic support in vulnerable situations

Draft regulation was approved at a meeting of the Municipal Assembly of Faro from the past 30th of June

The Draft Regulation of the Municipality of Faro for attributing economic support to people in situations of vulnerability and social emergency was approved at a meeting of the Municipal Assembly of Faro from the past 30th of June. 

The document defines the norms to be applied in the first-line support developed by the Service of Assistance and Social Monitoring of the Municipality of Faro (SAASF) to people and families in situations of vulnerability and social exclusion, namely with regard to the attribution of occasional pecuniary benefits to isolated individuals, or to households, with the aim of resolving situations of social emergency and proven economic need .

With this document, the Municipality intends to "use strict criteria for the attribution of this support, ensuring effectiveness and transparency in the evaluation and approval of requests".

Thus, in Article 5 of the regulation, all citizens residing in the municipality of Faro, aged 18 or over and in a situation of autonomy who are in a situation of economic need and do not benefit, themselves or through their household, from the means and resources of the social security system of the municipality, or of any public entity /private, to overcome these difficulties.

Foreign citizens will also be able to benefit from this extraordinary aid, provided that they prove to reside in the county and present valid documentation issued by the Foreigners and Borders Service.

Beneficiaries will always have to go through an evaluation and contractualization process, prepared by SAASF, unless the aid to be granted results from a momentary emergency (fire, floods, unemployment, among others) of an urgent nature.

According to the municipality, eligible expenses within the scope of these supports are provided for in article 7 and include, for example, house rents, or monthly installments related to a bank loan; water, electricity, gas, telephone and internet; health expenses resulting from chronic illness; education and public transport, among others.

This regulation was created within the scope of the transfer of competences to the municipalities in terms of Social Action, which foresees that the SAASF prepare the reports of technical diagnosis/monitoring and granting of aid.

The regulation is based "on the application of the principles of subsidiarity, administrative decentralization and the autonomy of local authorities, allowing, at the same time, the combination of a more adequate and quicker proximity response, with the objective of promoting those that are the primary functions of Social Action in local authorities: the fight against social exclusion, population and territorial cohesion, the creation of synergies between existing resources and competences in the community» explains the Câmara de Faro.
