Digital Europe: betting on the decade of digital education

The Action Plan for Digital Education, recently adopted by the European Commission, reflects the lessons learned from the coronavirus crisis

The #Europa2021 debate cycle continues on December 9th with the fourth event via videoconference on “Digital Europe: betting on the decade of digital education”, which takes place between 14 pm and 00 pm.

This debate includes the participation of Mariya Gabriel, European Commissioner for Innovation, Research, Culture, Education and Youth, who will present the Action Plan for Digital Education (2021-2027), and Tiago Brandão Rodrigues, Minister of Education, who will present the priorities of the Portuguese Presidency in the area of ​​digital education.

Ana Paula Zacarias, Secretary of State for European Affairs, opens the event and Sofia Colares Alves, European Commission Representative in Portugal, will be the moderator.

After the interventions, the public has the opportunity to ask questions and there will be a space for debate. The event, whose agenda is online, is open to the public (entries can be made here) and will be broadcast live in accounts on Facebook e Twitter of the European Commission in Portugal, and can be followed online through the tags #Europa2021, #EUDigitalEducation.

O Action Plan for Digital Education, recently adopted by the European Commission, reflects lessons learned from the coronavirus-driven crisis and sets out measures towards a highly effective digital education ecosystem, with enhanced digital skills aimed at digital transformation. The debate will address digital skills for the digital transition, in order to contribute to economic recovery and the promotion of European leadership in innovation and in the digital economy.

This is the fourth event of a debate cycle organized by the European Commission Representation in Portugal, in partnership with the Ministry of Foreign Affairs, within the scope of the Portuguese Presidency of the Council of the European Union, in the first half of 2021. This set of direct conversations with national and European protagonists aims to disseminate political priorities and involve Portuguese society in the preparation of the fourth Portuguese Presidency, which takes place from January to June 2021.

The Action Plan for Digital Education (2021-2027) proposes a set of initiatives for high quality, inclusive and accessible digital education in Europe. It is a call to action for enhanced cooperation at European level between Member States, as well as with and between stakeholders, to ensure that education and training systems are truly ready for the digital age.

The coronavirus-driven crisis has placed distance learning at the center of teaching practices, highlighting the pressing need to improve digital education as a key strategic objective for quality teaching and learning in the digital age. As we move beyond the emergency phase imposed by the pandemic, we need a longer-term, strategic approach to digital education and training.

The action plan comprises two long-term strategic priorities: (i) promoting the development of a highly effective digital education ecosystem and (ii) strengthening digital skills in the perspective of digital transformation.

In order to enhance cooperation and exchanges in the field of digital education at EU level, the Commission will create a European platform for digital education, which will promote collaboration and synergies between the relevant intervention areas for digital education, establish a network of national advisory services and will enhance dialogue between public and private sector stakeholders.

The European Education Area is based on decades of cooperation in the field of education at EU level. The strategic framework for European cooperation in education and training (ET 2020) has contributed to building the trust and mutual understanding needed to support the first initiatives of the European Education Area.

In 2017, the Heads of State and Government debated education and training at the Social Summit in Gothenburg, guided by the Commission communication that presented its vision for a European Education Area by 2025.

As a result, in its conclusions of December 2017, the Council invited the Member States, the Council and the Commission to move forward with the program agreed in Gothenburg. Many initiatives have already been developed. Building on this legacy, the communication presented today sets out a vision for the European Education Area, accompanied by a strengthened approach to achieving it by 2025.

The European Education Area is also associated with the instrument Next Generation US and the European Union's long-term budget for 2021-2027.

In this context, the Digital Education Action Plan is a cornerstone of the Commission's efforts to support the digital transition in Europe. It is based on the first action plan for digital education, adopted in January 2018, which expires at the end of this year. Its scope is more ambitious, its scope goes beyond formal education and its validity is longer, extending until 2027.
