The Council of Ministers approved today the resolution declaring the contingency situation throughout the continental national territory, within the scope of the COVID-19 disease pandemic, from 00:00 on September 15th to 23:59 on September 30th.

In this way, and «taking into account the growth of new daily cases of contagion of the disease, the beginning of the school year and the expected increase in people in circulation, namely, in public transport in areas with high population density», it applies The contingency situation regime that was already in force for the Lisbon Metropolitan Area was applied to the entire mainland national territory.

>>Limitation of concentrations to 10 people, unless belonging to the same household, on public roads and in establishments;

>>Prohibition of the sale of alcoholic beverages in service areas or fuel stations;

>>Prohibition of the sale of alcoholic beverages from 20 pm onwards, in retail establishments, including supermarkets and hypermarkets;

>>Prohibition of the consumption of alcoholic beverages in outdoor spaces of food and beverage establishments after 20 pm, except in the scope of the meal service;

>>Application throughout the national territory of the option to assign, as a rule, to the president of the territorially competent city council the power to set the opening hours of establishments in the respective geographical area, even within certain limits - from 20 pm to 23 pm - and upon assent of the local health authority and security forces.

>>In commercial establishments, the maximum capacity goes from 1 person per 20 m2 to 1 person per 13 m2 to avoid concentrations of people at the door;

>>In restaurants, cafes and patisseries 300m from schools, there is a maximum limit of 4 people per group, unless they belong to the same household;

>>In shopping center catering areas, the same maximum limit of 4 people per group is defined;

>>Creation of district rapid intervention teams for containment and stabilization of outbreaks in homes;

>>Specific rules for work organization are established in the metropolitan areas of Lisbon and Porto, determining the obligation to adopt measures to prevent and mitigate the risks arising from the pandemic, such as worker rotation schedules between the telework and the work performed in the usual workplace, and the mismatch of hours.
