ARS Algarve denies that it will hire doctors without specific training "to hide disinvestment in the NHS"

The Union of Doctors of the South Zone (SMZS) accused this Friday the Regional Health Administration (ARS) of the Algarve of wanting to "hire doctors without specific training to hide the disinvestment policy in the National Health Service."

The Union refers to the notice for the recruitment of 9 non-specialist doctors to perform functions in the Public Health area, which ARS Algarve published on 4 September.

The employment contract of these doctors will have a duration of 4 months and a gross monthly fee of 1859 euros (ie, approximately 1200 net euros).

"This is proof of a deliberate government intention to create a class of doctors without access to specialized training and thus precarious medical work, with serious repercussions on the quality of care provided", denounced the SMZS, adding that "a similar example it took place at the Hospital Garcia de Orta, which opened a competitive examination for the hiring of doctors without specialization in services as specific as Intensive Care, Anesthesiology or Orthopedics, for which they do not have competence».

"This type of contracting corresponds to a complete subversion of the principles of the medical profession, that is, the doctor is prohibited from exercising in an area for which he has no competences, and from respect for citizens using the National Health Service", they add the unionists.

Contacted by Sul Informação, the Algarve ARS replied that «the hiring of non-specialist doctors allows the creation of a new job opportunity aimed at health professionals who, for various reasons and generally of a personal nature, have not pursued a specialization, but who still have interest and availability to integrate the teams of the Regional Health Administration of the Algarve and assume an important commitment with the users of the region, in this phase of pandemic».

The entity that manages the NHS in the Algarve region also added that "its policy, similarly to the policy assumed by the Ministry of Health, is based on permanent investment in people, professionals and the National Health Service."

In addition, he adds, «with a policy that is public and clear, ARS Algarve has the vision, actions and projects that aim to strengthen the presence and role of the NHS in the region, creating strong and adequate healthcare services. reality of each place».

The Doctors Union considers that “the chronic lack of human resources, the result of years of disinvestment, has been exacerbated by the current pandemic context and it is urgent to strengthen the teams”.

It does not accept, however, that «the Ministry of Health uses the COVID-19 pandemic to legitimize a policy of hiring medical human resources that is deliberately harmful to the health of the Portuguese».

For this reason, union leaders demand "that this type of "recruitment competition", which in practice reflects administrations incapable of managing health institutions, be immediately abolished and that conditions be guaranteed so that all doctors have access to specialized training ».

The SMZS also demands that the Minister of Health "deigns to receive the medical unions for real negotiations".
