Manifestation demands restoration of the good functioning of CMR Sul

Association says that the lack of basic consumables in the CMR Sul "is ridiculous"

The Determining Movement (Association of Disabled Citizens, their Caregivers and Friends) will make a demonstration, on September 20, at 11:00 am, at the entrance of CMR Sul – Center for Physical Medicine and Rehabilitation of the South, in defense of restoration 'its quality and proper functioning'.

For the association, «the promises of the administration of CHUA – Centro Hospitalar Universitário do Algarve that the CMR Sul would be fully operational in December 2018 and that, in that same year, it would already have its own autonomy did not materialize».

In addition, considers the Determinant Movement, "the provisions of Decree-Law No. 101/2017, of 23 August, which guarantees "clinical governance with the appropriate degree of autonomy, which ensure and enhance the high differentiation of the profile, has not been complied with. assistance in the area of ​​physical medicine and rehabilitation" and stipulates that "the governance of care centers must have adequate autonomy to maximize the efficiency in the use of resources, making use of innovative management models, namely through Integrated Responsibility Centers , to be set out in the respective rules of procedure, which will have to be adapted accordingly'.

According to the association, “what is observed is that human resources and material resources have been systematically declining, not allowing the necessary and adequate intervention to rehabilitate its regular users and assist new ones. Likewise, the commitment of the administration and the direction of the CMR to operationalize the proposal of the Determinant Movement of home care and hospitalization has not been fulfilled».

«Since joining CHUA, CMR Sul has not had a financial and human resources management model that allows for the stabilization of the technical staff (nurses and therapists) and the admission of operational assistants, so the work overload, poor salaries and the functional disorganization has motivated a constant departure to other health institutions (especially private ones), both old and recent technicians», adds Movimento Determinante.

This situation, according to the promoters of the demonstration, “has implications for hospitalization, limited in terms of occupation and functioning, and for therapies, which can no longer be intensive or adequate to the needs of users or be extended to new users”.

The association emphasizes that “the lack of basic consumables is ridiculous: there are treatments and therapies that cannot be done because they lack syringes, plastics or the required batteries. And, as for the technical aids (prostheses, wheelchairs, etc.), necessary, and often essential, for the functional independence and improvement of the quality of life of the disabled, they have not had the adequate response, and the delay in deliveries exceeds already a year and a half».

For the Movimento Determinante “everything is due to two reasons: the insufficient budget allocation, aggravated by the financial retention in the sources, and the political criteria in the nomination of the leading positions of the National Health Service, including those of the CHUA and the CMR South”.

«We will not stop fighting for the quality of the CMR South, in particular, and the National Health Service, in general, as well as we will not fail to praise the efforts made by the doctors, nurses, therapists, assistants and administrative staff of the CMR South, who, for their dedication and commitment, have contributed to minimizing greater evils», concludes the association.
