President of the Republic vetoes diploma of time of service of teachers

Note from the Presidency of the Republic underlines that the State Budget stipulates that "the matter contained in this diploma shall be subject to union negotiation process"

The President of the Republic vetoed the diploma on the length of service of teachers, which provided for the recovery of only two years, nine months and 18 days of that time.

In a note released this Wednesday on the website of the Presidency of the Republic, Marcelo Rebelo de Sousa justifies the return of the diploma to the Government with the State Budget law for 2019.

“The State Budget Law for 2019, which enters into force on January 1st, provides, in its article 17, that the matter contained in the present diploma is the object of a union negotiation process. Therefore, and because previous negotiation steps were taken before the aforementioned entry into force, I forward, without promulgation, under the terms of article 136, paragraph 4 of the Constitution, the Government diploma that mitigates the effects of the freeze that occurred in 2011 and 2017 in the teaching career, so that the provisions of the aforementioned article 17 can be effectively complied with, from January 1, 2019 onwards”, the note says.

The diploma had arrived on Friday «in the middle of the afternoon in Belém», after being approved on Thursday (20th) by the Council of Ministers. service claimed by teachers.
