Secretary of State inaugurates headquarters of the project “O Bairro é Meu” in Silves

Project wants to enhance the neighborhood of Caixa D'Água and Bairro SAAL

Isabel Oneto, Deputy Secretary of State and Internal Administration, and Rosa Palma, Mayor of Silves, inaugurate on July 30, at 11:25 am, the headquarters of the “O Bairro é Meu” project. 

The program for this event starts at 10:15 am, with reception to the Assistant Secretary of State and of Internal Administration, next to the entrance of Bairro D. Sancho I (Caixa d'Água district), followed by a presentation of the mural “Together” by the artist plastic that performed it: Baby.

At 10:35 am, there will be a brief visit to the Bairro and a public presentation of the “O Bairro é Meu” project and, finally, at 11:25 am, the solemn opening session of the headquarters of the “O Bairro é Meu” project begins.

At the end of the ceremonies there will be moments of sporting and cultural interaction, with the presence of partner institutions of the project.

The Câmara de Silves is one of the institutions that make up a consortium that is implementing this initiative – “O Bairro é Meu”, aimed at supporting the integration and enhancement of Bairro da Caixa D'Água and Bairro SAAL (Local Ambulatory Support Service ), both located in the city of Silves. This consortium applied for the Choices program, promoted by the Presidency of the Council of Ministers and integrated in the High Commission for Migration – ACM, IP.

The Bairro da Caixa D'Água emerged in the 70s to relocate the Portuguese from the former colonies and, little by little, it became a Social Quarter that housed families with less economic resources, consequently, with fewer possibilities of acquisition or lease of own housing. These houses were owned by IGAPHE until 2003, when the transfer of assets to the Municipality of Silves was carried out.

In turn, Bairro SAAL de Silves, also known as Bairro do Progresso, resulted from the housing support program created after the 25th of April 1974.

Object of self-construction by the residents, this neighborhood only had its situation regularized in 2011, when the residents became owners of the houses they had built and paid for. In fact, it was only in 2005 that the Municipality met the legal conditions (expropriation, registration, allotment operation and constitution of horizontal property) to manage to regularize the entire neighborhood.

This brand of “social neighborhoods” promoted in its residents an image of a certain marginalization, which is intended to revert with the implementation of this project.

Promoting the educational success of children and young people living there and civic participation and community responsibility is one of the goals to be promoted.

The project, which is just beginning, aims to enhance the space and people, with the introduction of various innovations, such as the remodeling of the sports complex, the creation of a playground and a space workout, the promotion of sporting events and the promotion of courses that allow integration into the labor market, always working to promote the fight against school failure, the fight against info-exclusion, access to employment and the development of skills and knowledge that constitute advantages for social and professional integration.
