The Administrative Proceeding of Works, which was against the Chamber of Olhão due to an alleged violation of land management plans by the Viver a Ria project, in Bias do Sul, was filed by the Attorney General's Office. 

The process was initiated based on a complaint alleging that this project was part of land in the Public Maritime Domain, with no request for the respective recognition of private property, nor had it been subject to any type of disaffection or concession.

At issue, then, was the Viver a Ria project, in Bias do Sul, which the complaint alleged to be part of the Public Maritime Domain, not having been required the respective recognition of private property, nor having been subject to any type of disaffection or concession. .

The complaint, which came from the municipality António Manuel Ferro Terramoto, also alleged that the aforementioned development would include land covered by the Orla Costeira Vilamoura-Vila Real de Santo António Development Plan, therefore, the planned occupancy rates were not being respected.

After analyzing the complaint and listening to numerous entities, including the local authority, the Institute for the Conservation of Nature and Biodiversity, the Commission for Coordination and Regional Development (CCDR), the Administration of the Ports of Sines and Algarve and Polis Litoral Ria Formosa, the Public Prosecutor's Office decided to shelve the case "because failures that could lead to the nullity of the license were not detected".

António Pina, mayor of Olhão, is "satisfied" with the decision of the Attorney of the Republic, since "this order demonstrates, in this as in other cases, that the conduct of the Municipality of Olhão is guided by transparency and for the strictest observance of the law».
