Rosa Palma announces strong investment in Silves Heritage

The third phase of the Rehabilitation of the Historic Center of Silves or the redevelopment of the old bridge and the castle walls, works for which the City Council is seeking funding, are some of the priorities of Rosa Palma's second term, elected by the CDU, ahead of that autarchy.

At her inauguration on Friday afternoon, the mayor stressed that, in her first term, “we started with the most basic: tidying up the house. We defined a strategy with two central points: consolidating finances and finding ways to “do more with less”. I am proud to say that these objectives have been fully achieved».

In the previous term, recalled the newly inaugurated mayor in her speech, “we introduced many changes to the Municipality's fiscal policy, not increasing rates and lowering many others, as a way to stimulate the financial recovery of families and companies, at the same time that we promote public investment, in the amount of 12,3 million euros».

And so, Rosa Palma came to the end of her first term “with 30 candidacies approved, totaling 6,5 million euros”. But, he assured, "we intend to go further".

In her speech, the communist mayor enunciated a long list of works and interventions that will advance now. Thus, in addition to the rehabilitation of the city's historic centre, the construction of the headquarters of the Parish Council of Armação de Pêra, the completion of the S. Bartolomeu de Messines Fair Park, the Street between the Kindergarten and the the Health Center of Algoz, the Multipurpose Space in São Marcos da Serra, the Parque de Feiras de Alcantarilha, the Polisportivo de Tunes, the paving and redevelopment of the streets of Pêra and Alcantarilha”, as well as the “Rehabilitation of the Garden of Largo da Republic, the Requalification of Atrás dos Muros Street».

An important work will be the execution of the «ambitious general plan for the drainage of rainwater in Armação de Pêra», which will help to end the flooding in the town's downtown, whenever it rains a little more.

But it will also promote the «paving of paths and roads, the requalification of other urban spaces, the extension of the water supply networks to Benaciate and to several other places, the gradual requalification of the water supply and sanitation networks, the permanent improvement of the cleaning and public hygiene system'.

There are also two important issues for the municipality and transversal to all political forces: the Fábrica do Inglês and the removal of silting of the Arade River.

In the first case, revealed Rosa Palma, "we will not give up on looking for a solution together with its owners for the rehabilitation and operation of Fábrica do Inglês."

Also "we will not give up defending the removal of the Arade River, taking advantage of any funding opportunity that may arise, putting pressure on the Government."

In this second term, there is an important task to finish ("the completion of the revision of the Municipal Master Plan, in light of the new legal instruments in force") and another to be strengthened ("the stimulus to attract private investment, as an essential factor for creation of employment in the county'.

"We will continue with the same line of action, aiming at a more effective, positive and transparent municipal management, made with the fundamental contribution of citizens and the collaboration of the other political forces represented in the City Council and in the Municipal Assembly", he guaranteed.

The mayor summarized what she wants to define her new mandate as: «we want a solidary council, a place of opportunities. A dynamic council, where everyone is able to work together to fulfill ourselves as a territory and as people».

Thanking «the population of the Municipality of Silves, who trusted us in such an expressive way to continue at the head of the Municipality of Silves», Rosa Palma ended up launching an appeal to all the mayors, «so that this council is not just the place where fate has deposited us. But that it is the place where we like to live – and especially that this is our home».

At the ceremony, which took place in the overcrowded main hall of the Paços do Concelho - in such a way that part of the audience stayed in the atrium, following what was happening on televisions -, all members of the executive, permanent and non-permanent, took office. as well as the elements of the Municipal Assembly.

Thus, the executive is now composed of Rosa Palma, Mário Godinho, Maria Luísa Luís and Maxime Bispo, the latter a new councilor, to guarantee the majority of the CDU in the Chamber, as well as Rogério Pinto and José Pedro Soares, both from the PSD, and also Fátima Matos, from PS.

In the Municipal Assembly, there are also new faces, right from the start, the deputy who ended up being elected president, Vítor Rodrigues, of the CDU. But also, and as a mere example, Martins dos Santos, from the PSD, a physician and former president of the Regional Health Administration and who had been the head of the list of Social Democrats at that body.

After the swearing-in of the Municipal Assembly, the election of its president and other members of the board followed, as usual. And here, it was difficult not to choose the winning list (CDU and PSD both presented lists), but for the 27 members of AM Silvense to reach an agreement on how the two lists presented would be voted.

In the end, the CDU list received 16 votes, that of the PSD 10, with one abstention. The following table was thus elected: Vítor Rodrigues, as president, João Santos, as 1st secretary, and Olga Fernandes, as 2nd secretary.

Despite the slight impasse that was generated when deciding how to vote, the session ended in an atmosphere of great cordiality, because the president of AM, just elected, revealed his friendship to any of the leaders of the other benches. He even said: "if any of you had been elected, this Municipal Assembly would also be very well presided over".
