The socialist candidacy for the Chamber of Loulé, led by current President Vítor Aleixo, accuses the local PSD and Left Bloc of trying to "prevent the conclusion" of the Circular Norte de Loulé. Social-Democratic candidate José Graça responds, accusing the municipality of not having built “a single meter” of this new road in four years.

In a statement, the PS candidacy says that an agreement between the Chamber and the company Infraestruturas de Portugal, which would allow the work to progress, was almost rejected in the Municipal Assembly, on 15 September, due to the votes against by the PSD elements (there were only one abstention) and the Left Block.

The socialists explain, in their communiqué, that “after long months of negotiations with the Infrastructures of Portugal, the municipal executive, led by Vítor Aleixo, managed to unblock the situation regarding the conclusion of the work on the Circular Norte”.

The agreement reached between the municipality and the IP «involves the transfer to the municipal public domain of the ER270 road, starting in Boliqueime (connection to the A22) up to the county limit at the Apra site, in order to enable the realization of the 2nd phase of the North Bypass between the roundabout in the Pavilion and the roundabout in the Cylinder in Pedragosa/Barreiras Brancas, by the Municipality».

Despite the votes against the PSD and the BE, the proposal ended up being approved, "by a tangential majority, by the Socialist Party's bench and by the CDU deputy," adds the note on Vítor Aleixo's candidacy.

The socialists say that “the way is thus open for, in the next four years, the city of Loulé to finally see resolved an issue that has been dragging on for more than 18 years, and which is a strategic work to increase the mobility and quality of life of all those who live and work in Loulé».

According to the PS, only "the current balance of municipal accounts allows the Municipality to assume the construction and maintenance of this road, without jeopardizing the capacity for future investment in new equipment for the municipality".

In response to this communiqué, social democrat José Graça, candidate for the municipality's municipal council and former vice president of the municipality, stated that "Vítor Aleixo has not been able, in four years, to build a single meter" of the Circular Norte.

The candidate of the coalition led by the PSD accuses the socialist of having «the distinct can and impudence to come now, in an absolutely demagogic way, two weeks before the elections, to blame the PSD and the Left Bloc for their inability, more than evidenced throughout this term of office”.

The candidacy of José Graça, who accuses the PS and the mayor of "doing nothing in the last four years to improve the lives of the citizens", says that the socialists have "the short memory and the supreme arrogance of appropriating a work which went forward thanks to the will, effort and sacrifice of all Loulés».

Because, remember the social democrats, Circular Norte to Loulé was "initiated and completed in more than two thirds, in 2009, by the social-democratic executive led by Seruca Emídio, who was then prime minister José Sócrates."

«The costs for the municipality resulting from the landfill compensation protocol, signed in the 90s, were 35% of the value of the expropriations and 17,5% of the value of the work», adds José Graça.

Because of the “delays in taking decisions” by the current municipal executive, he accuses the social-democratic candidacy, “we will all pay more, for a work that had an easy and much cheaper conclusion. Now there will be additional costs for the municipality, as the initial project was completely distorted, as it moves from the four planned lanes to just two lanes».

“In view of this, the PSD could never, in conscience, vote in favor of an agreement that violates the most elementary principles of public investment”, concludes José Graça's candidacy.

For its part, the PS attacks, stating that PSD and BE ignored "irresponsibly the superior public interests of the municipality and the populations, in an attitude of pure and shameless electoral propaganda".
