The Algarve's Social Democratic Youth District Political Commission (JSD) questioned the Secretary of State for Education to find out «what is the situation in the appointment of the new Regional Delegate for Education in the Algarve».

In a letter sent to Secretary of State João Costa, the president of the JSD/Algarve CPD expresses his "concern" for the lack of position of the Assistant Secretary of State and Education, Alexandra Leitão, and of Prime Minister António Costa, "past so many months since the swearing-in of the Government of Portugal».

In the letter, Carlos Gouveia Martins expresses his «concern about the absence of a strategy for education in our district», noting that JSD/Algarve would like «to know about the good news about this matter that the Government of Portugal has to give to the Algarvians».

Francisco Manuel Marques had been nominated in February 2015 as new Regional Delegate for Education in the Algarve. However, his appointment, as well as that of two other regional delegates (Centro and Alentejo), was considered illegal and the process had to start anew. But the delegates remained in office, through appointment on a replacement basis, although they have already far exceeded the maximum period of 90 days established by law for this type of situation.

Last December, the Ministry of Education opened a new competition, published in mid-January in the Diário da República, but, according to the newspaper «Sol», «with criteria that benefit the current delegates, who meanwhile remain in office illegally».

According to that newspaper, Francisco Manuel Marques is one of the 15 candidates who presented themselves to this new competition. Other candidates are, according to «Sol», Fernando Gomes, councilor of the Chamber of Faro by PS and former director of the João de Deus Secondary School (Liceu de Faro), as well as António Humberto Camacho dos Santos, chief of staff of the mayor of Olhão, led by the Socialists.
