The «new paradigm of bureaucratic simplification» resulting from the alteration of the Legal Regime of Urbanization and Building will be made known at the conference «The mechanism of prior communication in municipal urban management», which the Algarve Regional Coordination and Development Commission promotes in its facilities, in Faro, on the 2nd of June, at 9:50 am.

"This innovative system allows the individual to carry out civil construction works, of any size, in areas covered by allotment operations, detailed plan or consolidated urban agglomeration, right after the instructional sanitation and payment of the fees due, supported by the term of responsibility signed by the author and coordinator technicians”, according to the CCDR of the Algarve.

This initiative «aims to promote reflection on the critical issues that must be considered in the face of this new and paradigmatic urban management mechanism».

The Algarve entity classifies this change as a “new paradigm of bureaucratic simplification”. But, he warns, the new mechanism "carries increased responsibilities for all stakeholders, especially for citizens who present the "prior communication", for the technicians who prepare and underwrite the projects, for the construction companies that carry out the works, for the public inspection services, which are responsible for ensuring the successive control of the works, for the property registration services that carry out the respective transmission, but very especially for the municipalities themselves, entities responsible for urban management».

The conference will be attended by António Nóbrega, «specialist and author of publications on the subject», Jorge Eusébio, from the CCDR do Algarve, António André, from the Ordem dos Engenheiros, Vítor Marques, from the Association of Construction Companies and Public Works and Services (AECOPS), by Manuel Azenha, from the Attorney General's Office, and Vice President Nuno Marques.
