Independent José Carlos Barros is the head of list of the PSD/CDS-PP coalition by the constituency of Faro, for the next Legislative Elections. The candidate for deputy is the current president of the Municipal Assembly of Vila Real de Santo António, and, in his political career, he was an advisor in the government of António Guterres.
José Carlos Barros, who has a degree in Landscape Architecture from the University of Évora, was born in Boticas in 1963, but currently lives in Vila Nova de Cacela.
Between 1991 and 1997, he was senior technician at the Natural Park of Southwest Alentejo and Costa Vicentina and at the Regional Directorate for the Environment of the Algarve. Then, in November 1997, he assumed the position of Advisor to the Assistant Secretary of State to the Minister for the Environment (Elisa Ferreira), in the government of the socialist António Guterres.
In January 2000, he became Director of Nature Services, Environmental Education and Consumption at the Regional Directorate for the Environment of the Algarve.
In the same year, he was appointed director of the Ria Formosa Natural Park and the Natural Reserve of Sapal de Castro Marim and Vila Real de Santo António, and was also responsible for managing the National Forest of Vila Real de Santo António Coastal Dunes.
He was also Head of the Spatial Planning Division in the Algarve Regional Coordination and Development Commission, between May and October 2005.
Between 2005 and 2013, he was vice-president of the Municipality of Vila Real de Santo António, chaired by Luís Gomes, who also chairs the PSD Algarve. Since October 2013, he has been president of the Municipal Assembly of Vila Real de Santo António.
In the private sector, José Carlos Barros is the owner of house of cacelle, one of the oldest agritourism units in the municipality of Vila Real and the Algarve.
The candidate for deputy is also a writer and was director of the SUL magazine between 1998 and 2004. José Carlos Barros has published more than ten books, including “Um Friend para o Inverno”, which was a finalist for the Leya award.
He was also the winner of literary prizes such as the Sebastião da Gama National Poetry Prize, the Guerra Junqueiro Prize, the Vila de Fânzeres Literary Prize or the Fernão de Magalhães Gonçalves Poetry Prize.
José Carlos Barros is also the author of the lyrics for the Hino do Algarve.
The name of the head of the list was announced today in a statement by the “Portugal à Frente” coalition. The remaining members of the list will be decided and announced, probably on the 30th of July, after the district structures meet individually with the National Commission. Under the terms of the agreement of the Coalition Portugal à Frente, it is up to the PSD to nominate the heads of the list.
