papalThe Algarve will have 77 trainees working in local authorities in the region under the Local Administration Professional Traineeship Program (PEPAL). At the national level, there were more than 2600 requests for interns, and the program had only 1500 vacancies.

PEPAL includes 1500 internships for young graduates who are neither working nor studying (young people up to 29 years old or 35, if they have a disability). In the pre-candidacies by the local authorities (phase that took place until the end of January) there were requests from 469 local authorities, for a total of 2640 internships.

In the Algarve, at the municipal level, Albufeira will receive 7 trainees, Alcoutim 2, Aljezur 1, Castro Marim 7, Faro 4, Lagoa 6, Loulé 12, Monchique 6, Olhão 3, Silves 6, Tavira 7, Vila do Bispo 4 and Vila Real de Santo António 7.

Regarding parish councils, Albufeira and Olhos de Água, Lagoa and Carvoeiro, Moncarapacho and Fuseta and Vila Real de Santo António will also have one intern each.

Infraquinta, Infrastructure Company of Quinta do Lago, will also host an intern under PEPAL.

According to a note sent by the Office of the Deputy Minister for Regional Development, «there was no pre-defined area for training graduates who will occupy the 1500 seats, although the Government has identified two priority areas: promoting the development of local economic competitiveness and intervention in the social domain'.

The Secretary of State for Local Administration, António Leitão Amaro, stresses that “these internships are not jobs. But paid opportunities for training and experience in a work context that reinforce the preparation and training of young interns and their employability».

After the publication of the distribution order, each municipality proceeds to select the respective trainees, in an open and competitive process that will be disclosed in the Public Employment Exchange, in the Municipal Portal and in two regional or local media in the municipality's territory.

The Secretary of State for Local Administration considers that, «from the perspective of municipalities, this program is interesting because during their internships these young people bring new ideas and modernization to municipal public services and because, with the two priority functional areas we have chosen for these internships , the program contributes to the paradigm shift in municipal management: less focused on infrastructure and equipment and more focused on local development and social intervention».

António Leitão Amaro also recalls that “PEPAL is one of the achievements of the Impulso Jovem program, launched by this Government, which finances 92% of the costs of these internships. This is, therefore, a joint effort by the Government and Local Authorities to promote youth employment throughout mainland Portugal.».
