historic center meetingThe mayor of Olhão and councilors attended, last Friday, the presentation, by the architect Pedro Ravara, of the work developed so far by the Baixa Atelier de Arquitectura Lda, regarding the Detailed Plan for the Historic Area of ​​Olhão.

This plan, which is part of the integrated action program of the Historic Center and the Riverfront of Olhão, object of application to PO Algarve 21 with the aim of regenerating the urban fabric of this area of ​​the city, awaits the 3rd Phase – Plan Proposal, Board approval.

The local authority emphasizes that, with the Detailed Plan for the Historic Area of ​​Olhão, «the intention is to enhance the existing urban fabric and its public spaces».

“The proposed intervention model suggests the continuity of the historical process that defined this historic area, giving it greater liveliness”, he adds.

The neighborhoods of Barreta and Levante are "inseparable from this plan", with streets of traffic alleys, a unique urban structure that in the plan translates into three levels of the urban fabric, corresponding to different possibilities of car access and integration of urban infrastructure.

The proposals made by the architect of Baixa Atelier imply some urban transformations, namely in relation to the exterior of some of the buildings located in this area.

An intra-zonal management model is foreseen, which favors the use of contractual instruments, which “may have to be mediated by the City Council”. An integrated intervention in buildings, public spaces and equipment for collective use is foreseen.

The next phase could be the constitution of an Urban Rehabilitation Area, which will allow private individuals to have access to specific financing for collective equipment.

The investment in this rehabilitation will then have «impact on job creation, sales in the trade and restoration», guarantees the Chamber of Olhão.

The development program of this Detailed Plan will have an estimated cost of around 12 million euros, comprising demolitions, compensation, paving, vegetation and infrastructure, among others.

With this plan, whose 3rd phase is awaiting approval by the municipal executive, «the intention is to enhance the unique specificity of Olhão and its old core as one of the development engines, projecting the city's image. For this, it is necessary to define rules and guidelines for a correct rehabilitation».

Once the proposal is approved by the Chamber, a period of public discussion begins, open to complaints and observations from individuals.
