The Municipal Assembly of Lagoa met in Parchal last Tuesday, a village now included in the new Parish Union of Estômbar-Parchal, with a vast agenda and which, therefore, lasted for two days.

On the previous Saturday, a scheduled visit to several Parchal sites allowed municipal deputies to have a «more real knowledge of situations in need of assessment» and, at the same time, could «feel the concerns that contact with the population always allows to measure'.

This model, not being new, as it was practiced in the municipality in the 2005/2009 mandate, it brings, according to a statement from the Municipal Assembly of Lagoa, «valences that, by themselves, value the subsequent decisions in debate, once which are based on more well-founded argumentative premises».

During the visit, the municipal delegation was also attended by the mayor Francisco Martins, who was accompanied by councilors Luís Encarnação and Anabela Simão.

With the first stop at the Parchal railway station, it was possible to verify the degraded state of the building, which is the responsibility of REFER, as well as the entire surrounding area, «prompting a later call to attention from the owner of the property. ».

The mayor informed that he is already analyzing the situation of the Parchal multi-sport, which, “due to its abandonment, has been used for unrecommended visits”.

In contact with the history of the area's old canning industry, the Ucal and Portugal factories, the municipal deputies were informed of a "private study for its reconstitution as a tourist area, taking advantage of the magnificent landscape on that bank of the River Arade", as it could be observed, in the visit by invitation of the existing hotel unit.

There was also time to visit two municipal works, one already in full operation, the Bela Vista Stadium, and another in the finishing phase, the new Parchal Cemetery.

The work session took place over two days, the first in Parchal and the second in Lagoa. The Management Report, the Accountability Document for the 2013 financial year, the Proposal for the application of Results for the year, the 1st Review of the Budget and the Major Plan Options, the Execution Agreements of the Delegation of Competences and the proposal of the Assembly's Rules of Procedure for the 2013/2017 term, were the topics on the agenda.

All documents, after discussion, were approved by the plenary. The note from the Municipal Assembly of Lagoa points out that «the budgeted expenses increase by another €3.307.005,00, against revenue from the ERDF and the incorporation of the management balance for the year 2013».

"This reinforcement has as a priority objective the concern with social issues, but it goes beyond that, because the economic development dynamic of the county forces us to think further, and reverts from the document the investment in infrastructure that contributes to and dynamizes the local economy" , also underlines the same note.

The proposal for the Regulations of the Municipal Assembly, presented by the Bureau after a wide debate, also deserved approval, "now therefore being more adapted to reality and in accordance with the legislative changes verified by force of law".
