Social Security brokered the lease of a T0 apartment, in the Torralta area, for a monthly fee of 250 euros, to house the woman who has been living with the dog at the entrance of a building in Portimão since Christmas Eve, announced the Chamber of this Algarve city. But the lady had already refused help either from Social Security or from the municipality itself.
The case, which was denounced by CMTV, involves Maria Felisbela Trindade do Carmo, 66, and her dog Joaninha, who for about two weeks have been living in the hall with all their belongings in plastic bags and blankets. of a building in Portimão.
The woman, who has health problems, has been helped by the municipal social support services of the Portimão Chamber since June 12, 2008, that is, for about five and a half years, the municipality said in a statement.
«Between 2008 and 2012, Maria do Carmo benefited from various municipal social support, namely in terms of food (Social Store, butcher and supermarket credentials), medication and accommodation (15 months of pension)», adds the Chamber.
In January 2011, the Municipality of Portimão leased a T0 with a monthly cost, supported by the municipality, of 250 euros, having established a sub-lease contract with the municipality, paying a monthly rent of €6 (six). euros)'.
However, «after about a year and a half, it was found that the municipality was unable to honor the commitments, namely the expenses associated with monthly rental income and the supply of water and electricity».
In view of this situation, the municipal social support services – in collaboration with GRATO – «proposed the integration of the citizen in a social institution or pension supported by the provision of Social Insertion Income», but Maria Felisbela Trindade do Carmo did not accept such support, "even having signed a written statement expressing his refusal".
The Municipality of Portimão reveals that the municipal social services «consider that the most adequate answer for this case is the integration of the citizen in Lar, for which they requested the collaboration of the Institute of Solidarity and Social Security, whose decision to date of the recent facts was expected».
To culminate the case, the municipality was informed by Social Security that the apartment was rented in the Torralta area, whose rent of 250 euros will now have to be paid "in full" by the citizen Maria Felisbela Trindade do Carmo, "since she receives from " pension” about 410 euros».
According to CMTV, on Christmas Eve the woman was accommodated at the PSP Police Station, after getting lost while returning to her perch at the entrance to the building.
In the building, Maria Felisbela started by settling in the atrium, but outside, having later been authorized by a resident to enter the hall, to protect herself from the cold and rain. This resident, speaking to CMTV, added that several people in the building have offered food to the lady, namely on Christmas Eve.
