The rehabilitation of Cineteatro António Pinheiro was the project that received the highest percentage of votes (8,8%) of the approximately five hundred citizens of Tavira who participated in the discussion of the Participatory Budget of Tavira (TOP'2013).

However, and despite the fact that the City Council itself included the Cineteatro in the batch of 25 projects submitted to public consultation, this work will not yet be included in the Great Plan Options and in the 2013 Municipal Budget. What is the reason? Lack of money…

José Graça, chief of staff of the mayor of Tavira, explained to Sul Informação that the rehabilitation of the Cineteatro António Pinheiro costs 3,5 million euros and, «for the time being, there is no financial availability of the municipality to be able to proceed with this work».

However, he left the hope that, soon, using funds for Urban Rehabilitation, the so desired recovery of the building located in the center of the city could advance. Applications are being studied for the Jessica Program or the Algarve 21 Operational Program (PO), added the same source. «For now, the specialty projects for the rehabilitation of the Cineteatro are in progress».

In the preference of Tavirense residents, within the scope of TOP'2013, the requalification of the area surrounding the health extension of Conceição/Cabanas (7,2%) followed, a work that will not advance either, as well as the intervention in the pavilion of the sports pavilion of the D. Manuel I school (7,1%), the installation of 14 fishing supports on the right bank of the River Gilão (6,4%), the remodeling of the EB 1 in Santo Estêvão (6,4% ), the expansion of EB 1 in Cabanas (6,1%) and EB1 in Santa Catarina da Fonte do Bispo (5,9%) and the construction of the northern bypass of Luz de Tavira (5,1%).

In total, these eight projects, which were the most mentioned by the participants, accounted for 53% of the preferences of the citizens of Tavira in the TOP'2013 process.

The results of this process, which involved almost five hundred citizens of Tavira, were presented this morning by the Chamber of Tavira, right after its usual meeting.

By filling out the questionnaires available in more than twenty places or on the Municipality Portal, the Tavirenses confirmed the commitment of this executive in the areas of education (23,9%), social action (14,2%) and economic development (11,6, XNUMX%).

Because the choices of TOP'2013 participants are «an indication of a consultative nature», the municipal executive proposed the inclusion in its Major Plan Options and in the 2013 Municipal Budget of the works relating to the intervention in the pavement and changing rooms of the school's sports pavilion D. Manuel I, the installation of 14 fishing supports on the right bank of the River Gilão and the expansion of the EB 1 of Cabanas, which also includes interventions in the landscape enhancement of the Salinas urbanization roundabout, urban arrangement for access to Cabanas and the Park Verde do Séqua – Zone A.

These interventions, in a global investment amount of five million euros, today approved in a session of the City Council.

On the other hand, given the indications and suggestions of those involved in TOP'2013, the municipal executive claims to consider "other actions and interventions that prove convenient over the next year, valuing civic participation that surpassed the best expectations and reinforced the feeling of belonging to their local community'.

In terms of process evaluation, most participants learned about the TOP'2013 through the Internet (48,1%) or through friends and neighbors (17,1%), being motivated to participate in order to exercise their citizenship rights ( 41,9%) or to help their community of residence 25,9%) and the overwhelming majority considered their participation very useful or useful (88,3%), encouraging the Municipality of Tavira to deepen the use of the Participatory Budget in the process of elaboration of the Great Options of the Plan and of the Municipal Budget each year.

 

TOP'2013 – Youth has binding character

 

The Municipality of Tavira also registers the participation levels of the TOP'2013 – Jovem, which assumed a binding character and could reach a maximum value of 20.000 euros of municipal investment

In the initial phase, six projects were registered, presented by associations represented in the Municipal Youth Council, in the areas of environment, sport, youth, solidarity and leisure activities, and covering all parishes in the municipality.

At the voting stage, 180 of the 243 participations registered in filling in the online questionnaire were validated, as participation in the process was limited to young people aged between 16 and 30 years old, born and/or residing in Tavira.

With different investment volumes, the most voted project was the headquarters of the association Onda Sólida, which gathered 52% of the validated preferences.

With 17%, followed the project presented by Associação Almadrava (Bio-Saudável Park, in Santa Luzia) and, with 12%, the application for the Field of Scout Activities and Environmental Education in the National Forest of Conceição, submitted by Group 100 of National Scout Corps.

«The extraordinary involvement of children and young people in the TOP'2013 process encourages us to deepen the use of this participatory public management instrument as a basic element of citizenship education in schools in the municipality of Tavira, in conjunction with the educational community and the parishes of residence, reinforcing the pedagogical and binding character of the Participatory Budget», stresses the municipality.
