Loulé launches an online tool to support the citizen, unprecedented in Portugal

The citizens of Loulé will have one more word (more precisely, a click) to say about the management of the municipality, through the application Apoio ao Munícipe Online.

This is an innovative tool hosted on the Internet, unprecedented in Portugal, developed by the municipality's technicians and which could mean “a revolution” in the services provided by the municipality to Loulé residents.

The portal, presented this Thursday by the local authority at a ceremony in Loulé, is part of an effort that has been carried out towards administrative modernization.

In addition to this and other management tools, the Câmara de Loulé has invested in the digitization of all documents that enter the municipality, a methodology that will soon be extended to internal documents.

The online application presented yesterday it has the characteristics you want in this type of tool: it is simple, easy to access, user-friendly and fast.

Through it, citizens can notify the municipality of the most diverse problems, such as a problem in the Public Lighting or Sanitation network, issues related to the road network, problems with containers and urban waste and in green and leisure spaces.

These, as these are the areas where repairs are most common on the part of the residents, are part of the site's options tree, but an alert that does not fit in any of the areas can also be done, through the option "Other Subjects" and of the problem description.

The citizen's notice will follow the same path as the other alerts: it will be directly forwarded to the municipal services, which will respond as soon as they receive it and, later, will send an email with news about the resolution (or not) of the problem.

In pre-defined areas, the notice goes "directly to the responsible service", said the mayor of Loulé Seruca Emídio in the presentation of the portal.

This application is now available online, but by the end of 2012 it will be in test mode, to fine-tune the last details. But, as it was possible to see in the presentation made by councilor Aníbal Moreno, it is already fully functional.

The councilor of Loulé Chamber gave a demonstration of how the application works, which, soon, will also be accessible through from the Municipality's Portal, and showed how you can, for example, notify the local authority that there is a broken street lamp.

The process is simple and is based on georeferencing, with the citizen simply pointing out the location where the problem exists, on an online map with good detail, choosing the subject he reports and leaving his email address.

To make life easier for Loulé people, the map has varied information, such as the location of all public lighting posts in the municipality, the existing parks and where the structures for collecting solid waste, such as containers or oil tanks, are located, among others. And, of course, the street names.

«We started here, where we're going to stop, we don't know. Technically, there is no problem in adding more information to the application», said Aníbal Moreno. The limit is the capacity of municipal services, which, admitted the councilor, now have a challenge. “With digitization, we have already started to make services faster, but it depends a lot on people,” he said.

Seruca Emídio goes further and says that this tool “is almost a revolution in terms of speed and efficiency of services”. But it is also “a substantial step in technical terms, to which officials will have to adapt in the best way”.
