Carlos Silva e Sousa, 55, will be the PSD candidate for the Albufeira City Council, in the next Municipal Elections. Silva e Sousa – president of the Political Commission of the Albufeira PSD – was voted unanimously and by acclamation, in the Assembly of Militants that took place last Friday.

The candidate, a lawyer and a farmer by profession, is the current president of the Albufeira Municipal Assembly – a position he holds for the third consecutive term.

At district level, he also performs functions as leader of the PSD bench in the Intermunicipal Assembly, an organ that is part of the Algarve Intermunicipal Community.

The current mayor of Albufeira is, since November 2nd, Jose Carlos Rolo, which happened to Desiderio Silva when he left the city to apply for the Regional Tourism Entity of the Algarve.

José Carlos Rolo was, therefore, pointed out as one of the possible candidates for that autarchy, a hypothesis that now seems to lose strength, at least as head of the PSD list.

Before an assembly full of militants, Carlos Silva e Sousa outlined the strategic lines with which he intends to present himself to the population. The candidate evoked the recovery of the financial situation of the autarchy as fundamental for the next term. “This is the starting point that will allow us to carry out our work, respecting the past, but assuming a new way of managing the municipality,” he said.

Silva e Sousa underlined that the PSD must look back and be proud of the work it carried out in front of the destinations of Albufeira. “We did an important work that made Albufeira a better municipality. However, it is essential that we adopt a new approach to municipal management. An approach that responds to the new economic and social paradigm, but where the accumulated experience contributes to a better knowledge of different matters”, he added.

“The current financing model for municipalities is highly harmful to Albufeira. It is essential that we apply pressure to change a reality that is harmful to the interests of our land. We want Albufeira to be a competitive and solidary council” added Carlos Silva e Sousa, concluding that “it is essential that we present a mobilizing project around the great causes for Albufeira”.

Requalify some areas of the county that are losing potential from the point of view of economic and social attractiveness, modernize the administrative machine putting it at the service of people, reinforce the commitment to the social aspect, namely in areas such as Education, Social Action, Sports or Youth are some of the candidate's banners.

“We must work to have a more appealing council for those who live here and for those who visit us. This must be a priority complemented by a reformist vision of what the role of the municipality in its community should be, without ever leaving a way to manage the municipality”, he added.

In this sense, Silva e Sousa underlined the need to involve all those who are available for this project, which should be built “side by side with the population, listening, dialoguing and speaking the truth. “I am convinced that we are up to this new stage in our municipal life”, he concluded.

 

Who is Carlos Silva e Sousa?

From his political past, there are several candidacies for the Assembly of the Republic. He was also vice-president of the PSD Algarve (on two occasions), as well as president of the Municipal District Office.

He was a councilor at the Albufeira City Council. He is currently the president of the Municipal Assembly, having won the elections for this municipal body in 2001, 2005 and 2009.

Outside the political sphere, he is recognized for his active participation in the Confraria dos Enófilos e Gastronomica do Algarve – where he has already held the position of president – ​​as well as in various local associations.

In professional terms, Carlos Silva e Sousa held the positions of member of the Council of Ethics of the Bar Association – District of Algarve, as well as president of the Albufeira Delegation of the Bar Association.

As a farmer, Silva e Sousa is one of the pioneers in the production of quality wines in the Algarve.
