“Austerity, Growth and Employment – ​​What Future for Municipalities?” is the theme of the conference that will be presented by António Capucho, on the 19th of July, at 21 pm, at the Salão Nobre dos Paços do Concelho de Loulé, as part of the cycle “Horizontes do Futuro”.

António D'Orey Capucho was born in Lisbon, in 1945. He has a degree in Business Organization and Management.

Militant of the PSD, since 1974 he has held various positions in the Cascais Section of the party, including president of the Political Commission and the Municipal Assembly.

He also held various positions at the national level, in the party structure, with emphasis on that of Assistant General Secretary (nominated by Sá Carneiro) and General Director, in 1975/78, General Secretary, in 1978/80 (list headed by Sá Carneiro), 1980/83 and 1998/99 and Vice-President of the National Political Commission (1987/89, 1996/98 and 1999/00).

In Government, he was Deputy Secretary of State to the Prime Minister (1981/83), Minister for Quality of Life (1983/84) and Minister for Parliamentary Affairs (1987/89).

In 1989 he headed the PSD list and won the elections to the European Parliament, having been re-elected in 1994. In these two terms he was Coordinator of the PSD European Group and elected Vice-President of the European Parliament, having published: “The European Union – what is and how it works” (D. Quixote, 1994), “The 15th European Union” (IPSD, 1996) and “From Rome to Amsterdam” (IPSD, 1997).

Elected deputy to the Assembly of the Republic in all legislative elections from 1980 to 1999 (Lisbon circles, Faro and Setúbal), was parliamentary leader of the PSD in 1984/1987 and in 1999/2001.

He was elected President of the Municipal Assembly of Cascais, in 1983/84, and President of the Municipal Council of Cascais, in December 2001, re-elected in October 2005 and October 2009, always with an absolute majority. Suspended his term in February 2011 and resigned in January this year.

He is a former member of the Council of State (2002/2004 and 2008/2011). He is currently chairman (non-executive) of the Board of Directors of Fundação D. Luís I (Centro Cultural de Cascais), since 2002.

He received the following decorations and distinctions: Grand Cross of the Order of the Infante, Grand Cross of Civil Merit (Spain), Commander of the Order of Merit of the Grand Duchy of Luxembourg, Medal of Honor of the Municipality of Cascais, Order of Merit of the Association of Letters and Arts, Honorary Brother of Santa Casa da Misericórdia in Cascais and Honorary Member of the Portuguese Association of Museology, the Rotary Club of Cascais-Estoril and the Portuguese Association for the Prevention and Challenge of AIDS – SER+.
