Operative urbanism is the subject of training action by CCDR Algarve

Action within the scope of the Qualification and Training Program for Public Administration Workers – “Algarve (in) Forma” project

Fernanda Paula Oliveira, professor at the Faculty of Law of the University of Coimbra, will give a training course on “Operative Urbanism – Operationalization of Territorial Plans”, in January and February, in an initiative of the Commission for Coordination and Regional Development (CCDR) of the Algarve , to support local authorities.

The action will take place on the next 17th, 18th and 31st of January, as well as on the 1st, 14th and 15th of February, in an online format. All sessions will take place between 9:30 am and 13:00 pm, with the exception of the 14th of February, which will take place between 14:30 pm and 18:00 pm, for a total of 21 hours of training.

In line with the collaborative and networked work that CCDR Algarve has been developing, this training action will be attended by mayors, managers and technicians from the Algarve municipalities, as well as CCDR Algarve managers and workers in public functions, contributing to the increase of their qualifications and reinforcement of competences.

This training aims to provide participants with knowledge on topics of profound relevance on the following subjects:

1. Systematic (programmed) execution of municipal plans (the execution and compensation part of the RJIGT - articles 146 to 171 of the RJIGT), including:
− Scheduled execution: scope of application in municipal plans
− Execution units as execution schedule
− What are and what are not the execution units
− Procedure for delimitation of execution units
− Implementation of execution units, in particular urban reparcelling operations

2. The economic and financial regime of the municipal plans (Cap. VI of the RJIGT – articles 172 to 183 of the RJIGT), including:
− Redistribution of benefits and charges / Capital gains
− Equalization mechanisms

3. The municipal fund for environmental and urban sustainability / land value (Article 68 of the Basic Law).

This action is carried out within the scope of the Training and Training Program for Public Administration Workers – “Algarve (in) Forma” project, promoted by CCDR Algarve and co-financed by the Algarve Operational Program – CRESC Algarve 2020.
