Domestic worker registrations more than double to 23.530 in 2023

Domestic service workers are included in the general regime for employees

Social Security registrations of domestic workers more than doubled in 2023 compared to the previous year, to 23.530, the highest figure since the beginning of the series (2010), according to data from the Ministry of Labor.

The growth is explained by the entry into force, in May 2023, of changes to labor legislation within the scope of the Decent Work Agenda, which now provide for the criminalization of employers who do not declare the admission of workers to Social Security within six months following the start of the contract.

The number of workers declared in 2023 rose 100,5% compared to 2022, when 11.734 domestic workers were registered with Social Security.

The total number of registrations in 2023 is the highest since the beginning of the series made available by the ministry, which begins in 2010, the year in which domestic service workers declared to Social Security totaled 15.593.

The data provided to Lusa also shows that the number of declared workers reached its lowest value in 2013, at the time of the economic and financial crisis, when there were 8.301 registrations.

The majority of registrations in 2023 occurred from the date the new labor rules came into force.

Between May and December 2023, 15.650 new domestic service registrations were made with Social Security, an increase of 128,9% compared to the same period of the previous year, that is, 8.813 more registrations.

In November and December, when the registrations of these workers began to be made online, 2.760 new registrations were recorded, of which 87% were made on the Social Security Direct website.

Taking only the month of December into account, 99% of registrations have already been made online, says the Ministry of Labor, Solidarity and Social Security.

According to Social Security, a domestic service worker is considered to be a person who provides for others, on a regular basis and with remuneration, activities to satisfy the needs of a household, or similar activities, such as preparing meals, washing and treating clothes. , cleaning and tidying the house, monitoring and assisting children, elderly and sick people, caring for domestic animals, gardening services, sewing services, among others.

Domestic service workers fall under the general regime for employees, with the employer being responsible for registering workers with Social Security services.
