PR promulgates with «several reservations» review of the public service evaluation system

The President of the Republic promulgated the diploma that reviews the Integrated Public Administration Performance Assessment System (SIADAP), despite «several reservations regarding the systematic framework, content and formulation», the Presidency announced today.

«Despite several reservations regarding the systematic framework, content and formulation, taking into account some steps, even if limited, contained in this diploma, the President of the Republic promulgated the diploma that reviews the integrated management and performance evaluation system in public administration", reads a note published on the Presidency's website.

The agreement to value Public Administration workers was signed on November 27th by the Government, the Federation of Public Administration Unions (Fesap) and the State Technical Staff Union (STE), leaving out the Common Front.

According to the executive, the new rules of the evaluation system will allow 60% of public service workers to “move faster” in their career, guaranteeing the possibility of reaching the top for more employees.

«The impact we estimate, when all measures are in force [from 2026], is 150 million euros per year», said Secretary of State for Public Administration Inês Ramires, in mid-November, at the end of a negotiating round with sector unions.

At issue are changes to SIADAP that provide for progressions when workers complete eight points in the performance assessment (compared to the current 10 points) and that expand the quotas for the attribution of higher classifications, with the Government anticipating the production of effects of these measures in one year, to 2025.
