Domestic violence has already claimed 18 lives in Portugal in the first nine months of 2023

Compared to the same period in 2022, there is a decrease in the total number of victims

The first nine months of 2023 recorded 18 deaths in the context of domestic violence in Portugal, of which 14 were women, three men and one child, according to data from the Commission for Citizenship and Gender Equality (CIG).

Compared to the same period in 2022, there is a decrease in the total number of victims, since in the first nine months of last year there were already 21 deaths associated with domestic violence (20 women and one child), and is also below the totals recorded in the same period in 2021 (20), 2020 (20) and 2019 (27).

Regarding complaints about domestic violence presented to the authorities, the CIG indicates 23.306 incidents reported to the PSP and GNR between January and September 2023, which represents a slight increase compared to the 23.260 complaints in the first nine months of last year, but significantly above the year-on-year totals observed in 2021 (19.781), 2020 (21.623) and 2019 (22.362).

The number of people subject to coercive measures for this crime is also much higher, with 1.211 in September 2023 - of which 936 with electronic surveillance and 275 without surveillance -, while on the same date the previous year there were only 989 (798 with electronic surveillance and 191 without surveillance).

The number of people covered by telecare at the end of September was also the highest on record, with 5.110.

The growth also extends to the level of prisoners for domestic violence, with 1.322 (998 in effective prison and 324 in preventive detention) registered in September, while in the same month of 2022 there were no more than 1.209 (958 in effective prison and 251 in preventive ). The total is even the highest record since the beginning of the records made available.

In September 2023, there were still 2.616 people integrated into programs for perpetrators, with the vast majority (2.401) taking place in a community context and only 215 in prisons. Compared to the same date last year, there was a decrease, as there were 3.055 people in these programs (2.739 in the community and 316 in the prison context).

The CIG also stated in its statistics that there were a total of 1478 people welcomed into the National Support Network for Victims of Domestic Violence in the third quarter of this year – 740 women, 717 children and 19 men. The transport of 1672 victims (811 women, 755 children and 106 men) of domestic violence was also recorded in the first nine months of 2023, almost as many as the total for the whole of last year (1.698).
