Unions welcome change in senior technician career path

The previous proposal cost 69 million euros and this one will now cost around 90 million

Public Administration unions welcomed today, November 27th, the Government's move to change the senior technician career, without loss of points for evaluation, except for those who move in January from the first to the second salary position.

Inês Ramires, Secretary of State for Public Administration, met this morning with the Common Front of Public Administration Unions, the State Technical Staff Union (STE) and the Federation of Public Administration Unions (Fesap), in the Presidency of the Council of Ministers, in Lisbon, to discuss the proposal presented by the Government last week, which changes the remuneration structure of the career of senior technician in public administration, so that it is possible for these workers to reach the top of the career ladder.

«The Government has come forward with another proposal that is budget neutral and without loss of points for senior technicians, valuing the career that currently has 14 remunerative positions, now having 11», explained the general secretary of Fesap José Abraão, in statements to Lusa after the meeting.

The union leader pointed out that those who are currently in the first salary position receive around 1.122 euros and, in January, they will earn more than 1.400.

«This [worker] loses his points, but only this one, all the others keep them», pointed out José Abraão, considering that «no one will lose with these career reviews».

According to the official, the previous proposal cost 69 million euros and this one will now cost around 90 million.

Fesap considered that today's meeting was "very positive" and now hopes that the Government will get the proposal to the Council of Ministers as quickly as possible, so that it can come into force.

«The Government had promised that in 2024 there would be a new review of the higher technician career. He brought it forward and we greatly value this anticipation, because it will improve the salaries of tens of thousands of senior technicians, making public employment more attractive», highlighted the union leader.

The president of the STE, Maria Helena Rodrigues, also welcomed the change in the effective date of the progression from the first to the second remuneration position, initially proposed for 2025 and today agreed for January 2024.

«The remaining workers stay in virtual positions and change positions using the points they hold, points are not lost as in the first proposal», explained the union leader, adding that, «combining valorization with the review of SIADAP [system of evaluation of performance]", the union considered that "it was necessary to close the agreement with the Government".

On the part of the Common Front, Alcides Teles also considered that today's meeting represented progress by the Government towards the workers' wishes, with "a better document" having been presented, although there is still "one issue or another to resolve".

«For our part, the process is complete», said the union leader.
