Published decree-law that allows accelerating the progression of civil servants

The measure should cover 72 workers next year

The diploma that allows accelerating the progression of civil servants from 2024 was published today in Diário da República, and it is estimated that it will cover 72 thousand workers already next year.

At issue is a measure aimed at civil servants with 18 or more years of service in their career, who have been covered by the freezing periods that occurred between 2005 and 2007 and between 2011 and 2017, allowing them to progress with six points in the performance evaluation (instead of the currently required 10 points).

This reduction in points is applicable only once to each employee from 2024 onwards, with the alteration of the remuneration positioning taking effect on “January 1 of the year in which the employee accumulates the necessary number of points” for such alteration of positioning.

The decree-law also determines that «when workers have accumulated more than six points, the excess points are relevant for the purposes of future changes in their remuneration position».

The preamble to the diploma refers to the impact of the freezing periods «on the normal development of careers», with the intention, in this way – and in line with what was done with teachers – to establish «a special regime for accelerating the development of the careers of workers with a public employment relationship, by reducing the number of points required for a mandatory change in the remuneration position».

The measure also has an impact “on public business entities integrated into the National Health Service, through existing collective bargaining agreements”.

According to data referred to by the minister of the presidency Mariana Vieira da Silva, on the day the diploma was approved by the Council of Ministers, this 'accelerator' of progressions should cover around 350 thousand workers, estimating that around 72 thousand meet the conditions to make progress next year.

The measure, explained Mariana Vieira da Silva, will have a total budgetary impact of around 128 million euros, and will allow a worker who has been mentioned as 'Adequate' (which confers one point) in the last six evaluations to take a 'leap' in their career as early as 2024, instead of having to wait to reach 10 points.

Meanwhile, in September, the Government and civil service unions resumed negotiations on the review of the performance evaluation system (SIADAP), with the initial proposal presented to workers' representatives (in mid-July) to reduce from 10 to eight the points needed to progress, among other changes.
