Last term begins with new teachers' strike

The unions consider that this diploma is even more serious than the new regime for managing and recruiting teachers

The beginning of the third period of classes, on Monday, is marked by yet another strike by teachers, who are now carrying out yet another district strike without scheduling minimum services.

On Monday, schools in the Porto district mark the beginning of another round of district strikes that will end on May 12 in Lisbon to demand the full recovery of the period of service that has been frozen and the elimination of quotas and access vacancies. to the 5th and 7th levels.

The strike – which will run after Porto, will run through the districts in reverse alphabetical order, from Viseu to Aveiro, – is once again the protest chosen by the platform of nine teachers' union structures, of which the National Federation of Teachers (Fenprof ) and the National Education Federation (FNE).

At the end of this week, the general secretary Fenprof defended that the proposals of the guardianship for the correction of asymmetries resulting from the freezing of the service time would leave out more professors than the union organizations predicted.

The guardianship proposal defines a set of measures with an impact on the career progression of professors in office since August 30, 2005, that is, who have gone through the two periods of freezing of service time.

The ministry's proposal is that these teachers recover the time they were waiting for a vacancy in the 4th and 6th grades from the year of thawing (2018), that they are exempt from vacancies for access to the 5th and 7th .th, in addition to the reduction of one year in the duration of the step for those who were also waiting for a vacancy, but are already above the 6th.

But, according to Mário Nogueira, only teachers who, throughout the two freezing periods, always had full annual schedules will be covered.

Also excluded are teachers who during this period have been absent for more than 30 days due to illness, as well as teachers who have worked at schools in the Azores and Madeira archipelagos, teaching Portuguese abroad and other public sector establishments, but under the tutelage of other ministries.

The unions consider that this diploma is even more serious than the new system for managing and recruiting teachers, approved in March without the agreement of the unions, because “everyone has lost service time” and the measures “do not recover a single day”.

In addition to Fenprof and FNE, the platform includes the Union Association of Licensed Teachers (APSL), the Pro-Order of Teachers (PRÓ-ORDEM), the Union of Educators and Licensed Teachers (SEPLEU), the National Union of Education Professionals ( SINAPE), National and Democratic Union of Teachers (SINDEP), Independent Union of Teachers and Educators (SIPE) and National Union of Teachers Licensed by Polytechnics and Universities (SPLIU).

However, this weekend is also marked by the end of the strike for an indefinite period called by the Union of All Education Professionals (Stop).

After more than four months of stoppage, the union suspended the protest, but has already called a new national strike for the 24th, 26th, 27th and 28th of April.
