Loulé implements online urban licensing system

Municipality will soon promote a public clarification session on the new urbanism portal

The Municipality of Loulé has already launched the Digital Urbanism Desk, a tool that will speed up the entire process of urban licensing, as well as facilitating communication between the citizen and the municipality.

The launch took place on the 26th of September and results from the fact that the Chamber, in recent years, has been redoubling its efforts to improve services related to urban management, namely with regard to the licensing of private works.

«In a first phase, there was a need to reinforce the team of technicians/architects responsible for the service, since at the end of 2019 the Department of Planning and Territory Administration suffered a sharp reduction in the body of technicians, from eight to three employees , a situation that would, over time, cause great delays in the treatment of cases that were received by the services», the municipality says in a note.

On the other hand, transparency and homogeneity in the treatment of urban licensing processes were “priorities for the municipal executive, so enforcement directives were implemented to guarantee and safeguard impartiality and equity in their treatment”, he continues.

Thus, the creation of the Procedure Manager, a single interlocutor between the administration and the individual, made it possible to reinforce this measure, guaranteeing the effective monitoring of the processes, the control of compliance with the deadlines, the provision of information and clarifications to interested parties.

The telephone service was also recently reinforced in order to facilitate contact between the citizen and the urban planning services.

According to the Chamber, all these measures made it possible to regularize the work and management of processes that were in delay due to the lack of human resources that was felt from 2019 onwards and that would only be reversed after the launch of public tenders. which allowed nine architects to be hired for this service by the municipality.

In a note, the municipality also adds that, given the high number of requests that are received by the Department of Planning and Territory Administration of the Municipality of Loulé, in the order of 900 per year, the Digital Urbanism Desk is now available, which will allow quick and efficient responses, based on a streamlined management, ensured by a system that is increasingly closer to the populations.
