PSD/Loulé votes against Municipal Budget for excessive personnel costs

Budget "compromises the municipality's future", says the PSD

The PSD/Loulé voted, in the Municipal Assembly last Monday, December 20, against the Budget presented by the Chamber and one of the reasons is related to «the disproportion of the evolution shown in the expenditure with personnel costs».

In a press release, the municipality says that this increase, of 66% compared to 2013, is "reckless".

The PSD/Loulé considers "that the increase in expenditure that has occurred in recent years had as its main objective the improvement of salaries of employees of the Municipality of Loulé" and "represents an unrestrained recruitment of new employees and managers, increasing the structure of fixed costs dramatically, compromising the future financial viability of the Chamber and consequently the capacity to respond to the needs of the population».

For the Social Democrats, this recruitment process “is not anchored in any strategic thinking or in improving the functioning of municipal services, because, as is public knowledge, this increase in staff has not translated into greater efficiency and effectiveness of the services. ».

In 2013, according to data from the PSD/Loulé, «the municipality had 1508 employees, and today the staff has 2000 with the legal flexibility of being able to recruit 311 more, in a total of 2311 employees».

This is a «clearly exaggerated staffing table, especially if we look from the perspective of the number of employees per 1000 inhabitants: the Municipality of Loulé has a ratio of 28 employees per 1000/inhabitant, while Lisbon, the country's capital, for example, has a ratio of 19 employees'.

"It is important not to forget that the assumption of these expenses happens because the income from taxes collected has risen steeply, as happens with the collection of IMI and IMT, as a result of the dynamics of the real estate market, dynamics that have a great elasticity, and possibility of strong contraction, as happened in the past», they conclude.

Loulé's Municipal Budget, in the amount of 132,6 million euros, was approved by both the City Council and the Municipal Assembly. According to the municipality, this is a document focused "on people, families and quality of life".
